    Job Description

    ABOUT US

    The Department of Cultural Services enriches the community by fostering creativity, inclusion, and lifelong engagement in the arts. The Department fulfills a number of key functions including operating the Marin Center facilities and campus as rental venues and producing the award-winning Marin County Fair. In partnership with Marin Cultural Association, the Department programs diverse events and exhibits in the visual arts galleries, oversees the Frank Lloyd Wright Civic Center docent tour program, and supports art and culture in Marin County through increasing participation, advancing collaboration, and optimizing resources to create greater access to the arts for all Marin County residents regardless of age, race, ability, or means.

    ABOUT THE POSITION

    There is currently one (1) On-site Administrative Service s Officer. This position is located on-site reporting to the Department of Cultural Services Office in San Rafael, CA.

    As an integral member of the Department of Cultural Services management team, the Administrative Services Officer (ASO) facilitates and supports the work of Cultural Services management by performing professional-level organizational, managerial, and operational analyses and studies. The ASO will be responsible for administrative, fiscal, technical, and clerical support functions, including:
    • Budget development and management,
    • Maintaining tracking and effectively reconciling a variety of project budgets
    • Munis (ERP) financial transactions and reporting, purchasing, contract administration
    • Personnel and payroll administration.
    • Drafting presentations and other materials for the Director and Deputy Director, as well as for Board, committee, and advisory meetings.
    • Serving as the lead financial analyst and administrator for the annual Marin County Fair.

    The Administrative Services Officer is actively involved in developing and improving business processes and implementing effective changes in the organization; utilizing complex automated financial systems; writing and implementing administrative policies and procedures; managing grant funding accounting and reporting to state and federal agencies, preparing Board letters, and effectively addressing the needs of the department and Marin Center clients and patrons. This position also serves as quality control related to departmental operations, policies, and procedures to ensure completeness and accuracy consistent with local, State and Federal requirements. The position supervises one finance team member and ensures their performance management and development through timely evaluation, and coaching. In addition, the Administrative Services Officer may serve as a departmental representative to various committees.

    This position requires staff to be onsite to support the core operations which involve running events.

    QUALIFICATIONS

    KNOWLEDGE OF
    • Principles and practices of management, including program development, implementation and evaluation; goal setting, personnel management; budgeting and fiscal administration; and contract negotiation and monitoring.
    • Principles, practices and procedures of basic accounting, automated financial record keeping, and auditing and reconciling financial documents.
    • Project management, analytical processes and report preparation techniques.
    • Principles and practices of public administration and human resources as applied to departmental administration, including payroll and personnel processing and basic labor relations concepts.

    ABILITY TO
    • Plan, organize and manage the activities of employees.
    • Develop, implement and administer administrative support services for department.
    • Develop and monitor the annual budget for the department.
    • Assist in developing goals, objectives, policies, procedures and work standards for the department.
    • Interpret, apply and explain complex laws, codes, regulations, policies and procedures.
    • Coordinate and oversee departmental administrative, budgeting, accounting and fiscal reporting activities.
    • Plan and conduct effective management, administrative and operational studies.
    • Prepare clear and effective financial, statistical and narrative reports, correspondence, policies, procedures and other written material; oversee records management.
    • Act as an effective liaison among the department, the County and other public and private agencies.
    • Establish and maintain effective working relationships with those contacted in the course of the work.

    MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

    Any combination of education and experience that would provide the knowledge and skills listed. Typically, equivalent to graduation from a four-year college or university with major course work in business or public administration, accounting, economics or a field closely related to the work and two years of accounting, budgetary, fiscal reporting and related management support experience which included one year in a lead role. Additional experience as outlined above may be substituted for the education on a year-for-year basis.
