The Department of Environmental Resources is looking for a team-oriented candidate integral to our customers' retention success. The candidate will have the opportunity to gain experience in conducting thorough and effective inspections of land and site locations, buildings, structures and framework, and/or investigations of cannabis grow operations.

THE POSITION

The Zoning/Code Enforcement Officer investigates, tracks, reports and initiates enforcement action on complaints regarding violations of County Codes and Zoning Ordinances regulating the use, maintenance and occupancy of buildings, structures and land. This individual prepares reports acceptable to the Department of Environmental Resources and the offices of County Counsel and/or the District Attorney and advises the public on the requirements of the County Ordinances. This individual conducts routine investigations in cases where a violation of zoning laws is suspected and attempts to gain compliance where obvious violations exist. On complex cases, the person in this classification must be capable of working effectively with the public, County Counsel and the District Attorney's Office.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services Bargaining Unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

• Make field investigations on reported violations of County Ordinances or other laws regulating the use, maintenance and occupancy of buildings, structures and land;
• Advise violators of ordinance requirements, initiate enforcement action, and attempt to gain compliance;
• Issue citations or notices to appear to code violators and gather all supporting evidence, such as taking photographs and measurements for court case preparation;
• Plan strategy for cases of non-compliance and situations requiring technical interpretation of ordinances and departmental and County policies with the department Manager, Senior Planner, Director of Environmental Resources and/or County Counsel;
• Provide the public with information regarding housing, nuisance and zoning laws and regulations;
• Make routine inspections to assure that conditional use permits are being complied with;
• Confer with members of other departments, such as the Planning Department and District Attorney's Office, where housing, nuisance and zoning investigations involve laws or regulations administered by that department;
• Appear as a witness in a court of law on violation cases; and
• Prepare reports and produce routine correspondence in enforcement cases.

• Read and interpret laws, rules, regulations, maps, plans and legal descriptions;
• Meet and deal with the public in a tactful and effective manner;
• Prepare clear and concise reports;
• Prepare routine written correspondence;
• Conduct thorough and effective inspections of land and site locations, buildings, structures and framework; and
• Effectively resolve issues related to zoning inspection.

KNOWLEDGE

• Planning and zoning regulations and the basics of legal investigative procedures;
• English grammar, spelling and proper punctuation;
• Legal procedures involved in the enforcement of zoning codes and ordinances; and
• Basic computer operation and applications such as Microsoft Word, Microsoft Excel and Internet Explorer.

EDUCATION/EXPERIENCE

Zoning/Code Enforcement Officer

• Two (2) years of full-time paid experience involving meeting and dealing with the public, one (1) year of which must have included interpreting regulations, rules and laws; AND
• Possess and maintain a valid California Driver's License.

DESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application:

• Bachelor's Degree in Administration of Justice, Police Science, Planning, Land Use or related field; OR
• Two (2) years' experience in a position involving code enforcement and/or investigative work, which includes enforcing established laws, codes or regulations.

EXAMINATION PROCESS

Most County recruitments consist of the step detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

• Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
• Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
• Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
