    Summary

    Under general supervision, the Parking Enforcement Officer performs a variety of duties and responsibilities in the enforcement of City parking regulations. The position provides general information and assistance to the public.

    Essential Functions

    Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following:

    • Patrols City streets on foot or in a vehicle to enforce, within the limits of authority, parking, and regulations applicable to non-moving vehicles.
    • Issues non-moving notices of infraction and citations for violations that include overtime parking, illegal parking, disabled parking spaces, and loading zones.
    • Provides directions and assistance to the public; responds to questions and inquiries within the area of authority.
    • Receives, reviews, and responds to complaints from the public, 911 Dispatch, and the Police regarding issues or concerns around parking.
    • Responds to calls for service including abandoned vehicles, blocking vehicles, handicap violations, and junk vehicles.
    • Reports street and sign repairs to the appropriate department.
    • Reports hazardous vehicles, expired registrations, and traffic accidents to the Police Department.
    • Maintains daily supplies to support patrolling functions of assigned area; inspects assigned vehicle for any needed maintenance.
    • Maintains a variety of accurate and complete records related to notices of infraction; prepares related daily and monthly reports.
    • Assists the Code Enforcement Officer as assigned; assists in traffic control at accident sites and special events.
    • Testifies in court as needed; prepares documentation of court appearances.
    • Performs related duties as assigned.


    Qualifications

    Education, Training, and Experience Guidelines
    High school diploma or GED AND one (1) year of experience working with the public; OR an equivalent combination of education, training, and experience.

    Knowledge, Skills and Abilities

    Knowledge of:
    • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
    • Parking citation equipment and tools.
    • Radio and ticket machine operation.
    • Customer service principles, methods, and best practices.
    • Report preparation and assembly.
    • Basic mathematical calculations required of the position.

    Skill in:
    • Communicating effectively with the public using tact and discretion.
    • Responding to public inquiry, comments, and complaints in a calm and professional manner.
    • Following written and verbal instructions.
    • Interacting tactfully and professionally with City staff, outside agencies, and the public.
    • Preparing clear and accurate reports.
    • Establishing and maintaining cooperative working relationships.
    • Communicating effectively verbally and in writing.

    LICENSE AND CERTIFICATION REQUIREMENTS
    • Must possess a valid Washington State driver's license and possess a driving record acceptable to the City.
    • Must be able to pass a criminal background check.

    The City of Mount Vernon is a code city and a Mayor/Council form of government.     Mayor Donovan holds a Bachelor’s Degree in Communications/Public Relations from Washington State University; and a Master’s Degree in Business Administration.
