PURPOSE OF DIVISION The purpose of the Houston Airports (HAS) General Maintenance Services Division is to effectively deliver self-performed, and contracted, maintenance services at each of the three HAS airports.
PURPOSE OF THE POSITION The Painter Leader executes a safe and effective painting program in compliance with FAR Part 139 requirements to enhance airfield marking visibility, extend asset life, and enhance airfield operational safety across HAS facilities (IAH, HOU, and EFD). Responsibilities include performing commercial painting and restoration, maintaining and servicing tools, vehicles, and equipment, and ensuring adherence to safety standards, particularly Foreign Object Debris (FOD) removal. The role involves planning and mobilizing teams with the necessary resources, conducting inspections and maintenance, and supporting minor construction and reconstruction tasks. The Painter Leader provides direct supervision, collaborates with Operations on strategic task execution, and delivers high-quality customer service that supports regional economic growth and positions HAS as a showcase airport.
"Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required. Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date.” The Painter Leader responsibilities of this position include, but are not limited to: - Prepares, coordinates, reviews and monitors work orders, assignments, schedules and personnel.
- Manages inventory control of required supplies and equipment.
- Calculates cost estimates and actual costs for all projects.
- Conducts inspection of completed assignments.
- Maintains accurate record keeping of all information, reports and records.
- Performs various installation, painting, restoring and refinishing activities.
- Troubleshoots problem areas, recommends and implements solutions.
- Maintains and ensures a safe and clean work environment.
WORKING CONDITIONS The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are routine exposures to significant levels of heat, cold, moisture and air pollution. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns. Requires the ability to make closely coordinated eye/hand movements within very fine tolerance and/or calibration demands; or the ability to make rapid closely coordinated eye/hand movements on a patterned response space within somewhat fine tolerance demands; or the ability to make coordinated eye/hand movements within fine tolerances with large equipment as an extension of the worker.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Basic knowledge of grammar, spelling, punctuation and simple mathematical functions like percentages, ratios, etc. as might normally be acquired through attainment of a high school diploma or a GED.
EXPERIENCE REQUIREMENTS Four years of experience as a painter are required.
LICENSE REQUIREMENTS Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving. May require a valid Commercial Driver's License (CDL) with an "H" endorsement for transporting hazardous material.
PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED The selection process will involve application review and/or interview. Department may administer skills assessment test.

Pay Grade 15 SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
