    MGT319 Medical Countermeasures POD Course Wage Agency Instructor

    Temporary/Casual Part-Time Position

    Telecommuter

    $45.00/hour

    The Wage Agency Instructor is responsible for providing training for the EMS/PH Program with specific focus in the Medical Countermeasures: Point of Dispensing (POD), Planning and Response (MGT 319) course. This position is funded through the Homeland Security National Training Program Cooperative Agreement. The Wage Agency Instructor will conduct course topic presentations to include demonstrations with course teaching aids. The instructor will utilize their knowledge of adult learning theories and learning styles to present and maximize learner success to various audiences (Public Safety, Public Health, Health Care, Emergency Medical Services, Emergency Management, Federal, State and Local Disaster support personnel) in a manner to ensure effectiveness of course instruction.

    This position reports to the Agency Training Manager.

    Required Qualifications:
    • High School Diploma or GED.
    • Four years of experience in any combination of the following fields: technical local, state, or federal emergency response discipline, law enforcement, fire, hazmat, emergency medical services, health care, public health, military, emergency management, public information discipline, government administration, public safety communication or other identified emergency response fields.
    • One year of adult education and/or training.


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
    • Must have a valid passport or ability to obtain within 180 days of employment.


    Preferred Qualifications:
    • Bachelor’s degree from an accredited college or university.
    • Five or more years of experience in any combination of the following fields: technical local, state, or federal emergency response discipline, law enforcement, fire, hazmat, emergency medical services, health care, public health, military, emergency management, public information discipline, government administration, public safety communication or other identified emergency response field.
    • Five or more years of public health experience to include the planning, response and implementing of medical countermeasures, for local, state, and/or federal agencies.
    • Technical Expertise of emerging & re-emerging infectious diseases and/or Public Health accreditation.
    • Five or more years of experience in training or adult education.


    Physical Requirements:
    • Regular use of computer/keyboard.
    • Ability to communicate orally and in writing.
    • Ability to support training delivery for up to 8-10 hours/day.
    • Physical conditioning consistent with setting up classrooms, wearing/movement of personal protective equipment, movement of training equipment to include instructional materials up to 50 lbs.
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.


    Knowledge, Skills, and Abilities:
    • Advanced working knowledge in public health, emergency medical services, fire, law enforcement, hazardous materials, healthcare, military or emergency management.
    • Ability to lead instruction and provide effective demonstration hands-on training activities.
    • Excellent communication (oral/written) and presentation skills.
    • Knowledge of principles and methods for teaching and instructing individuals and groups.
    • Skilled in utilizing various learning and active listening strategies.
    • Strong interpersonal, organizational, and classroom management skills.
    • Ability to multitask and work cooperatively with others.
    • Ability to work effectively with customers, co-workers, and staff of all levels.
    • Ability to interact respectfully and professionally with customers, co-workers, and staff of all levels.
    • Working knowledge of basic office software, computers and instructional programs.
    • Excellent small group facilitation and team building skills.
    • Ability to orally comprehend and express information and use inductive and deductive reasoning.

    • Standard office equipment: computer, keyboard, telephone.
    • Training equipment.


    Notifications:
    • This position is security sensitive.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    • This position requires up to 50% or more travel to include air travel, and when assigned driving to class locations within a given City, State, or US Territory.
    • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
    • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.


    Essential Duties, Tasks, and Percentages:

    Serve as a Member of the Instructional Team for the Medical Countermeasures: Point of Dispensing (POD), Planning and Response (MGT 319) Course - 80%
    • Serves as a member of the instructional team to ensure that the course is effectively and efficiently presented in accordance with DHS and TEEX certified curricula.
    • Ensures classrooms/exercise locations are ready for participants.
    • Prepares training/exercise materials, training aids, and/or equipment prior to course deliveries.
    • Develops instructional techniques to accommodate various learning styles.
    • Initiates and maintains collaborative classroom discussionsand monitors learner performance.
    • Ensures participants have achieved terminal objectives of the course.
    • Ensures training/exercise materials, training aids, and classrooms/exercise locations are secured and accounted for upon completion of the course.
    • Develops and maintains subject matter expertise in Medical Countermeasures preparedness and response to include current and emerging issues.


    Training Documentation - 15%
    • Ensures class documentation is completed in an accurate and timely manner in accordance with Division Guidance, Agency, and contractual requirements.


    Administrative/Fiscal Responsibility - 5%
    • Submits administrative paperwork to include timesheets and travel expenses/receipts within the required time frame per agency and division policy.


    Other Duties
    • Participates in Texas Division of Emergency Management responses as directed by TEEX/ESTI.
    • Maintains a clean and professional appearance.
    • Completes TAMUS/Agency required training within the requested due dates.
    • Represent TEEX in a professional and positive light during travel and classroom instruction.
    • Maintains and safeguards assigned divisional equipment and property.
    • Performs additional work duties as assigned.
