The Office of Workforce and Community Initiatives (OWCI) is seeking candidates to fill a Program Specialist position. This position will be based in Cole County at 3705 Missouri Blvd, Jefferson City, MO.
This position will oversee and assists various agencies with the execution of the additional funded programs for SkillUP.
This position will be responsible for (but not limited to) the following duties:
- Develop procedures, policies, and instructions necessary to the operation and implementation of newly designed or modified programs or projects.
- Make suggested changes to policies that may not be in the client’s best interest or conflict with contractor streamlining.
- Interpret and implement federal and state laws, policy changes and guidelines.
- Design and develop operational and administrative forms necessary for the transmission of information, satisfaction of reporting requirements, establishment of control systems, and evaluation of program effectiveness.
- Oversite of assigned contracts.
- Evaluate Workforce Development program trends and coordinating with the training and program staff to develop training.
- Answer technical questions from providers, staff, and peers regarding SkillUP, Jobs League, and other Employment and Training Programs.
- Review monitoring reports for training needs and trends.
- Review expenditures in conjunction with fiscal/invoicing team.
- Assist with the case management system and provide technical guidance.
- Liaison between FSD and DHEWD for new SNAP system.
- Performing other related work as assigned.
- Some travel, including overnight stays, may be required.
Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)

Preferred Qualifications:The person in this position should be organized, detail-oriented, and adaptable to change. Excellent time management, written verbal communication skills, and be able to establish and maintain effective working relationships with co-workers, agency staff, and other partners. Ability to work independently in assessing and managing priorities. Experience with computers and desktop applications, including Microsoft Office products.
