The Position
This position is exempt from Civil Service and is an "At Will" position. It serves at the discretion of the hiring authority, subject to City of Portland Human Resources Administrative Rules and Portland City Charter and Code.
Job Appointment: Full time, At-Will
Work Schedule: Monday - Friday, 8am - 5pm. Work hours will include evenings and weekends as needed.
Work Location: In-person. Position will report to City Hall, 1221 SW 4th Ave, Portland, OR 97204.

About the Position:
The Council Liaison serves as a vital connection between the Mayor's Office and the City Council, including the various Council Committees. This role will represent the Mayor in interactions with Council members and committees, advancing the Mayor's policy priorities and ensuring consistent, informed communication between branches.
Key Responsibilities:
- Advocate for Mayor's policy priorities and maintain strong working relationships.
- Track and monitor the development of legislation and Council initiatives; provide timely analysis and updates to the Mayor and senior staff.
- Conduct research to support policy initiatives and identify data, metrics, and best practices that inform decision-making.
- Ensure the Mayor is fully briefed on all agenda items for committee meetings, council briefings, and council sessions.
- Prepare, draft, and edit talking points, official communications, and informational materials for the Mayor.
- Attend community meetings and public forums.
- Collaborate with community groups to understand and elevate local concerns and align them with city policy efforts.
- Provide support for constituent services and respond to public inquiries in coordination with the Mayor's Office.
- Review, evaluate, and interpret incoming correspondence and legislative documents, advising the Mayor accordingly.

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following required minimum qualifications:
- Ability to navigate complex political environments, build relationships across departments and elected offices, and exercise discretion in sensitive or high-stakes situations.
- Ability to represent the Mayor at Council meetings, community events, and public functions with confidence and professionalism.
- Ability to analyze legislation and policy proposals, monitor City Council activity, and summarize key developments for the Mayor and senior staff.
- Ability to conduct thorough research and synthesize relevant data to support policy development and strategic decision-making.
- Ability to exercise independent judgement, problem-solve, take initiative within established guidelines, and utilize strong organizational skills to prioritize competing demands to meet tight deadlines with accuracy and attention to detail.
- Experience providing briefings and drafting correspondence clearly and persuasively for diverse audiences, including elected officials, community groups, and the public.Although not required, you may have:
- Bachelor's degree from an accredited college or university with a major in business or public administration, political science, or a closely related field.
- Legislative experience.
- Experience working with elected officials and diverse communities.
