Salary Range: $157,128 - $219,980 THE ROLE In this impactful role, you will report to the Assistant Director of Environmental Planning and lead a team of skilled professionals responsible for investigating and managing environmental remediation projects. These efforts play a critical role in addressing the Port’s historical legacy of industrial and military use, which has resulted in complex soil and groundwater contamination challenges. You’ll oversee projects that align with major environmental regulations, including the Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Clean Water Act (CWA), and the Porter-Cologne Act. You'll be at the forefront of ensuring that remediation efforts meet both regulatory requirements and Port policy standards. THE TEAM The Environmental Planning Division leads and provides planning and technical expertise on environmental and sustainability issues to ensure the Port achieves the objectives of the Green Port Policy, the Clean Air Action Plan (CAAP), the Port’s Zero Emissions, Energy Resilient Operations Program (ZEERO) Policy, the Port’s Energy Policy, and the Strategic Plan. With a staff of 32, the division is divided into five teams focused on clean energy & resiliency, air quality, water quality, environmental remediation, and CEQA/NEPA. The Director is supported by an Assistant Director of Environmental Planning who shares oversight of the day-to-day operations. The Director is responsible for an annual operating budget of approximately $17.6 million.

EXAMPLES OF DUTIESHow you get to contribute:
- Supervise staff in performing their daily responsibilities; interview and recommend employees for hire; train and mentor staff; evaluate employee performance; prepare annual performance reviews and provide coaching for performance improvement; take disciplinary action to address performance or other deficiencies.
- Manage the development and implementation of Port environmental policies and programs related to site investigation, remediation, and groundwater and soil management.
- Manage complex tasks to ensure compliance with local, state, and federal environmental regulations pertaining to remedial activity, groundwater and soil management, and environmental emergency response. This requires interacting with consultants, including reviewing and approving of scopes of work and work products, as well as the approval and management of project budgets.
- Manage inter-divisional coordination regarding the management of impacted Port property during major development projects in order to eliminate or minimize environmental liability.
- Assist other port divisions with environmental investigations and remedial activities related to aspects of Port programs and projects, including regulatory compliance and permitting.
- Coordinate and manage relationships with regulatory oversight agencies, including the Department of Toxic Substances Control, the Regional Water Quality Control Board, the U.S. Coast Guard, and the California Department of Fish and Game related to investigation orders, clean-up and abatement orders, and emergency response.
- Oversee and coordinate Port environmental emergency response activities as a result of a contaminant release to Port property.
- Make presentations to the Board on policy regarding environmentally-impacted port properties, program or project updates, and recommended actions.
- Develop the Port policy related to import, export, and reuse of soil on Port projects.
- Manage staff review of construction specifications that ensure Port construction projects will be conducted according to Port policy.
- Represent the Port at public hearings and conferences.
- Advise and recommend courses of action to management on Port programs, projects, and other environmental issues.
- Review environmental legislation such as the Resource Conservation and Recovery Act; Comprehensive Environmental Response, Compensation, and Liability Act of 1980; Clean Water Act; Porter Cologne Act, and others; and develop recommendations for Port compliance with those statutes.
- Coordinate with the Base Realignment and Closure Team regarding the former naval complex and associated Installation Restoration sites.
- Provide input to the Assistant Director on program budgets.
- Monitor budgets for project-related task authorizations.
- Plan, supervise and allocate resources.
- Perform other duties as assigned.
REQUIREMENTS TO FILE What we are looking for... Required - A Bachelor's degree in Geology, Chemistry, Marine Biology, Geography, Environmental Science, Environmental Engineering, or a closely related field is required. Experience offering specific and substantial preparation for the position's duties may be substituted for the required education on a year-for-year basis.
- Minimum 5 years of recent, progressively responsible professional-level work experience in the environmental field with a strong understanding of water quality compliance.
- Minimum 2 years of team leadership experience.
- Previous experience managing projects and budgets.
- Broad understanding of environmental terminology.
- Knowledge of the Resource Conservation and Recovery Act; Comprehensive Environmental Response, Compensation, and Liability Act of 1980; Clean Water Act; Porter-Cologne Act; and other regulations related to environmental compliance.
- Knowledge of principles and practices of sound business communication. Correct English usage, including spelling, grammar and punctuation, is essential.
- Ability to comprehend and interpret environmental data and reports.
- Ability to summarize complex technical issues verbally and non-verbally to a non-technical audience.
- Experience interviewing, training and mentoring staff to meet ongoing challenges and to strengthen the division.
- Capability to work independently without extensive direction or oversight.
- Must be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) during the course of employment.
- Ability to travel to work-related events, including off-site meetings and conferences.
- A valid driver's license is required.
Desirables - Master's degree in one of the above disciplines.
- Previous supervisory experience is preferred.
- Port, City, public agency, or coastal environmental experience.
- Experience working for or with regulatory agencies, environmental organizations, or industry is helpful.
- Experience contracting with and working with consultants is preferred.

- Auto Allowance - $550 per month.
- Executive Leave - 40 hours per year.
- Retirement - CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS and 6.2% for Social Security, paid by the employee.
- Pay for Performance - awarded based on performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds.
- Deferred Compensation - The City matches a percentage of base salary for qualified members who are contributing to the 457(b) plan.
- Group Health Insurance - Medical and dental options (HMO and PPO). Free vision coverage.
- Life Insurance - City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000.
- Disability Insurance - City-paid short- and long-term disability insurance.
- Vacation - Vacation is accrued at 3.7 hours per pay period to begin. Vacation can be used after six months of service. Vacation accrual credit for prior public service subject to approval.
- Sick Leave - Accrued at 3.7 hours per pay period. Accruals may be converted upon retirement to cash credit toward health and/or dental insurance premiums or retirement service credits.
- Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with child upon birth, adoption, or foster placement of a child, up to the age of 17.
- Holidays - 11 scheduled holidays per calendar year and four (4) personal holidays.
- Bereavement Leave - 5 days for death or critical illness of immediate family member.
- Education Reimbursement - Tuition reimbursement available for employees to obtain additional education or training.
- Annual Physical - Eligible to receive an annual physical examination at City expense through the City provided program.

- Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% @55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.
