JOB SUMMARY JOB SUMMARY Assists in the development, management and administration of the City's Backflow and Cross Connection Program. Monitors and ensures the City's compliance with applicable regulatory requirements; educates the public regarding cross connection control and backflow prevention; performs on-site cross connection surveys and water system hazard inspections at customer locations to protect public health through cross connection control. reviews irrigation system design plans for compliance with local and state requirements; surveys irrigation systems and submits reports to regulatory agencies. Performs other related duties.
ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Educates and provides training to City employees, contractors, engineers, inspectors, and the public regarding backflow prevention and cross connection control; creates and maintains related training materials including flyers, booklets, and presentations.
2. Conducts site surveys and inspections of the City's water system at residential/commercial customer locations:
- Evaluates and determines the degree of backflow prevention required.
- Advises/educates customers and plumbers regarding installation standards and types of devices required.
- Assists customers in achieving compliance with City ordinances.
- The ability to apply a basic Customer Service Inspection at residential and commercial job site locations.
- Evaluates piping configurations of rainwater harvest systems.
- Evaluates the uses of secondary water sources.
- Be knowledgeable on the uses of chemicals (rust scaler, insect control) and fertilizers (ferti-gators) connected to irrigation systems
3. Develops and administers municipal cross connection control and backflow prevention programming:
- Monitors the installation and testing of backflow devices.
- Sends out notifications to San Marcos water customers requesting testing of backflow devices.
- Maintains test records and maintenance forms for all backflow prevention devices within the City's jurisdiction.
- Tracks and monitors backflow testers and their related testing equipment.
- GPS locations of all city and privately owned backflow assemblies.
- Administers the placement of backflow preventer locations and specific device data in the GIS mapping system.
4. Tests and repairs the City's backflow prevention devices as required for municipal water services.
5. Completes residential and commercial plan review through the My Permit Now web-based system. Evaluates and completes plans/specifications for compliance with city, state and federal codes including the international plumbing code. Identifies and interprets non-compliance concerns in plans and specifications; specifies specific concerns in plans and specifications; Reviews Water distribution design an irrigation system design plans for cross connection control compliance.
6. Discusses irrigation requirements and procedures with contractors and the public; conducts related field inspections of irrigation systems; responds to related inquiries
7. Assist with enforcement of City Water/Wastewater/Irrigation/ Plumbing and Fire ordinances and codes.
- Identifies and documents code violations through written and photographic means.
- Investigates customer and employee reports of violations or cross connections.
- Discusses code an ordinance compliance with the public.
8. Miscellaneous:
- Attends training courses and seminars.
- Participates in the City's Safety Coach Program; facilitates employee safety meetings.
- Attends state agency meetings on Cross Connection Control and irrigation system advisory meetings.
- Performs other related duties as assigned or required.
- Obtain Backflow Tester License and Confined Space Entry Certification.
DECISION MAKING - Assists in management of the City’s water system protection program thru Backflow Prevention and Cross Connection Control.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS - High school diploma or equivalent required.
- Three years (3) Water/Wastewater maintenance experience is required.
- A Class C Water Distribution License required within four (4) years of employment.
- Irrigation System Inspector license is required within two (2) years of employment.
- Customer Service Inspection License required within (2) years of employment.
- Must possess a valid Texas Driver's License with an acceptable driving record.
PREFERED QUALIFICATIONS - A Class C Water Distribution License preferred.
- Customer Service Inspection License preferred.
- Two (2) years collage or technical training in plumbing, blueprint reading, architecture or related field is desirable.
CORE COMPETENCIES AND PHYSICAL DEMANDS JOB DIMENSIONS - Must be able to comprehend and apply State/Federal regulations, municipal ordinances, and building, plumbing, and fire codes; must have the ability to prepare inspection records, training materials, and presentations.
- Effective verbal and written communication skills are required; must be able to maintain a positive working relationship with City departments and personnel, outside agencies, contractors, backflow testers, engineers, irrigators, plumbers, and the general public.
- Must have the ability to understand and comprehend underground/ unseen piping configurations.
- Ability to operate computers and utilize electronic technology and software’s.
- The ability to enforce ordinance and state regulations with impartially, tactfully, and firmly.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 70 pounds occasionally. Subject to standing, sitting, walking, reaching, fine dexterity, vision, hearing, talking and foot controls frequently; pushing/pulling, handling and kneeling occasionally; lifting, carrying, crouching, crawling, bending, twisting, climbing and balancing rarely.
Working conditions involve exposure to variable and/or extreme weather conditions, uneven terrain, wild life, confined spaces, gases, infectious diseases, and equipment located at inspection sites. Will also encounter confrontational and irate customers.
Must have the ability to diffuse irate customers.
