The City of Fort Worth FWLab Budget division is hiring a dynamic and analytical Budget Manager. The FWLab is an initiative created to support Fort Worth's organizational values and improve government. It advances the City's vision to " be the most livable and best managed city in the country " by building capacity to explore, analyze, and learn from data in municipal systems, including priority-based budgeting, data analytics, comprehensive planning, strategic infrastructure planning, bond program coordination, operational assessments, strategic foresight, departmental strategic planning (FWStat), and Lean Six Sigma.
The FWLab team is committed to exceptional customer experience, mutual respect, diversity, continuous improvement, ethical behavior, and accountability. This high-impact role will lead revenue planning and long-term financial forecasting, with a primary focus on property tax, to ensure fiscal sustainability and strategic alignment for the City’s major funds.
We are looking for a person with exceptional critical thinking and analytical skills, strong supervisory skills, and the ability to learn quickly. The ideal candidate will have experience developing and managing operating and capital budgets in a municipal environment. Training facilitation and process improvement experience are a plus.
Minimum Qualifications:
- Master’s degree in Public Administration, Finance, Economics, Business Administration, or a related field.
- Five (5) years of experience in the field of city finance or municipal research and statistical analysis, city planning
- At least Two (2) years of supervisory experience
Preferred Qualifications:
- Four (4) years of professional experience in financial analysis, budgeting, or capital improvement planning preferably in a municipal or public sector setting.
- Proficiency in Microsoft Excel, including advanced formulas, pivot tables, and data visualization.
- Familiarity with budgeting software (e.g., Questica, Workiva) and municipal financial systems.
- Knowledge of government accounting standards and financial planning.
The Budget Manager job responsibilities include:
- Budget Development: Oversee development of operating and capital budgets for multiple city funds.
- Monthly Budget Projections: Coordinate with city departments to develop a monthly budget projection and report.
- Capital Project Reporting: Coordinate with Finance and other city departments to produce regular reports on capital budgets and expenditures.
- Manage Team of Analysts: Provide training and daily supervision of budget analysts.
- Budget Division Policies and Procedures: Update and maintain various policies and procedures for city departments and staff related to budget development and management.
- Communication with Elected Officials: Support budget work sessions and City Council communications.
- Other Research Projects: Conduct ad-hoc analyses to support strategic financial planning and decision-making.

Physical Demands

Benefits That Are Well Worth It

Medical Program
The City offers two plan options through Meritain Health, an Aetna company.
The Health Center Plan – Offers employees and their family’s
primary health care services that are 100% completely free and unlimited. Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.
The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).
• Preventative services are covered at 100% on both plans.
• Prescription Drug coverage including mail order pharmacy are also included.Vacation
Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.Holidays
Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.
Wellness Program
The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
