    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Organizational Development, Business, Education or Adult Education, Psychology, Public Administration or in a field related to the job, plus six (6) years of organizational development and training experience, including two (2) years of experience which were in a lead/supervisory capacity.
    • Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required experience.

    Position Overview:
    The Organizational Learning & Development Manager is responsible for leading the strategic planning, coordination, and execution of citywide learning, leadership development, and organizational effectiveness initiatives. This role oversees high-impact programs, including Leadership Academies, New Employee Orientation, Executive Coaching, and professional development efforts, ensuring consistency in delivery standards and fostering a culture of growth and innovation.

    The manager provides oversight and guidance to Learning, Engagement, and Development ( LEAD ) staff, enhancing program effectiveness and alignment with organizational goals. This position drives continuous improvement through data-driven evaluation and is accountable for citywide learning policies, Learning Management System ( LMS ) governance, and equitable access to learning resources, reinforcing the organization’s commitment to professional excellence and development.

    Pay Range
    $45.22 - $58.78

    Hours
    Monday to Friday: 8:00 a.m. to 5:00 p.m.
    Telework opportunities may be available following the completion of the initial training period. Hybrid schedules are subject to change based on departmental business needs. Work hours may vary depending on business requirements.

    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Designs, develops, and implements employee learning programs that support leadership development, skills training, and career growth. Works with City department executives to customize programs to client needs, including the development of supervisor, manager, executive, and Citywide employee university programs. Develops, revises, and implements standard operating practices, policies, and procedures governing the Learning and Research Center ( LRC ). Oversees day-to-day operations of the LRC , ensuring a welcoming, professional environment that supports in-person and hybrid learning experiences. Leads OD strategies, including change management, team effectiveness, and culture transformation. Assesses organizational and leadership effectiveness, and drives the development and adoption of a desirable future state by managing learning technologies and overseeing the development of digital and in-person training solutions. Assesses workforce needs and effectiveness through data analysis, employee surveys, and organizational assessments. Partners with City leaders and departments to design and deliver team development interventions and other strategic custom learning requests from business units that align with strategic goals. Collaborates with performance management teams to align talent development initiatives with performance goals. Oversees key Citywide learning initiatives, such as New Employee Orientation ( NEO ), tiered Leadership Academies, and annual Citywide educational events. Manages the City’s executive coaching contract to ensure delivery of high-impact leadership development services. Develops and monitors budgets for enterprise learning programs including NEO , Leadership Academies, and organizational development events. Ensures cost projections and spending align with strategic goals. Evaluates program impact and effectiveness using performance metrics, survey tools, learning management systems ( LMS ), and workforce analytics. Manages contracts by determining compliance through performance monitoring, negotiating, and writing amendments and revisions to scopes of work and/or specifications; monitors and reports sub-contracting activities; and resolves non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
