    The Job

    The Office of Emergency Services (County OES) is recruiting for a Staff Aide to perform a variety of administrative duties, including assisting in administrative or operational studies and/or program support. Essential functions of this position are to research data and assist in conducting studies pertaining to operational matters and to compile, review and summarize statistical data. Additionally, this role will be responsible for supporting and preparing Board Agenda Items, Contracts, Requests for Proposals, Invitations to Bid, and Requests for Quotes. The staff aide may also assist in the Emergency Operations Center (EOC) during activations, supporting the Finance and Administration section as needed.

    The Office of Emergency Services (County OES) is responsible for countywide emergency planning, mitigation, response and recovery activities. The OES works with all County departments and 24 cities, and many non-government organizations. In the event of an emergency, the OES manages the County's Emergency Operations Center (EOC) and coordinates the County's disaster response with local, state and federal governments. The Director of Emergency Management oversees the day-to-day administration of the County's disaster preparedness and response program and development of the County's Emergency Operations Plan. One of the primary functions is to ensure that the EOC is in a constant state of readiness.

    CONDITIONS OF EMPLOYMENT

    Work Hours: In order to meet the business service needs of the public that we serve during emergency activation , this position may be required to work extended hours including nights, weekends, holidays and may work substantial overtime as needed and during emergency activation.

    Background Investigation: Applicants must pass a background investigation, including fingerprinting, prior to appointment.
    Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

    Minimum Requirements

    Education: Thirty (30) semester (45 quarter) units of completed college coursework in business/public administration, behavioral/social science, accounting/finance or other relevant field of study. (Transcripts must be submitted with the application or the application will be disqualified.)

    -AND-

    Experience: One (1) year of full-time administrative experience in at least one of the following areas: 1) leading or assisting a team with project planning and implementation; 2) assisting with program/organizational studies, which included administering surveys or researching data for analysis; 3) assisting or supporting professional staff with statistical analysis functions. (This experience must be clearly detailed in the Work Experience section of the Application.)

    Substitution: Fifteen (15) semester (22.5 quarter) units of completed upper division college coursework in public/business administration or qualifying field may be substituted for six (6) months of experience. (Transcripts with u pper division coursework must be submitted with the application or the application will be disqualified.)

    Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    Desired Qualifications

    The ideal candidate will demonstrate a combination of administrative, analytical, and fiscal support experience. Experience in assisting with the development and monitoring of budgets, preparing financial reconciliations, processing procurement and accounts payable/receivable transactions. Familiarity with public sector workflows and systems such as SAP, EMACS, or other enterprise financial systems is highly desirable.
    Strong candidates will also show the ability to support or lead projects, track progress using tools such as Microsoft Project, and develop visual presentations of data, financial reports, or program outcomes. Proficiency in Microsoft Office suite programs is expected, particularly in creating professional, public-facing documents such as infographics, reports, and presentations.
