    ABOUT THE POSITION

    T he Health & Human Services Special Investigations Unit currently has one full time regular (1.0 FTE) position available.

    The Welfare Fraud Investigator is assigned to the Special Investigations Unit. As a sworn peace officer, expectations of the position include a higher degree of independence, judgement, self -motivation, and high personal standards of ethics and morals. The Investigator will work with clients, employers, segments of the general public, and attorneys. In addition, the investigator will be tasked with performing complex investigation, locating, and interviewing suspects and witnesses, identifying and locating evidence, and detailed record keeping. The position requires a readiness and successful ability to work independently; the ability to work efficiently and productively in order to complete work within a timely manner; exercise unbiased judgement and to testify in court on behalf of the Department as needed.

    Hybrid Schedule:

    The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

    Our Highly Qualified Candidate

    The ideal candidate is focused, organized, dependable, flexible, accurate, and able to work with a high degree of independence while exercising sound judgement and be self-motivated. This person must have excellent investigative skills coupled with the ability to analyze and interpret evidence, complicated legal theories, regulations, and various governmental code sections. A high degree of proficiency and knowledge is required in “investigative techniques” especially in the areas of locating and interviewing individuals and collecting evidence. The candidate will have superior interpersonal skills enabling them to work respectfully and non-judgmentally with diverse segments of the population including clients, employers, attorneys, etc., while maintaining successful, collaborative, and helpful working relationships. The candidate will have a high attention to detail and be able to maintain accurate records and assure confidentiality. The ideal candidate will be an excellent communicator in both written and spoken communications and be comfortable interacting with both internal and external audiences. The candidate will be representing the Department/County in the investigation and/or prosecution of the cases assigned .

    QUALIFICATIONS
    Knowledge of
    • Modern criminal investigative techniques and procedures.
    • Interviewing and interrogation techniques.
    • Laws of arrest, search and seizure and rights of citizens, rules of evidence, court procedures and rules of discovery.
    • Financial record keeping and methods of investigating financial crimes.
    • Criminal prosecution procedures.
    • California codes: Civil; Evidence; Business and Professions; Health and Safety; Penal; Vehicle; and Welfare and Institutions.
    • Use and care of firearms.

    Ability to
    • Distinguish between criminal and civil prosecution.
    • Obtain information through interview, interrogation and observation.
    • Analyze, correlate, and evaluate information.
    • Provide accurate court testimony.
    • Prepare concise written and oral reports.
    • Conduct photo lineups; take photographs and latent fingerprints.
    • Prepare and execute search warrants and arrest warrants.
    • Perform fraud investigations.
    • Use various methods including the internet to locate individuals.
    • Interview children with sensitivity.
    • Establish and maintain effective working relationships with those contacted in the course of the work.
    • Use automated investigative resources: CLETS; EJUS; C-IV; MEDS; SFIS; and EBT databases.
