DescriptionThe Modesto Irrigation District is currently recruiting to fill one full-time regular position in the Power Scheduling Department, Electric Resources Division, to forecast and monitor short term system load requirements, schedule available energy resources to meet electrical system load requirements reliably and economically, negotiate (broker) interchange transaction arrangements with other utilities to maximize economic benefits of power/transmission sales and purchases, and as per the NERC Reliability Standards requirement for a Transmission Operator as defined by NERC, maintain the responsibility and authority to implement real-time actions to ensure the stability and reliable operations of the Bulk Electric System
Any Qualified Individual May Apply. This is a non-exempt position and is allocated to the Utility Services and Maintenance Bargaining Unit. The list established as a result of this recruitment may be used to fill other Power System Scheduler vacancies that may occur within the District through May 13, 2026.
Examples of DutiesDuties may include, but are not limited to, the following:
- Interpret and administer purchase power agreements to meet the District's and other utility entities energy needs and contractual requirements
- Perform system load forecasting and economic analysis
- Coordinate and perform electric generation and water control, and power purchase/sales to meet system load demands
- Perform account settlement activities
- Train and be cross-trained on all aspects of scheduling operation, generation control and account settlement; maintain reports, records, logs and operating data to meet District and other regulatory agency requirements
- Coordinate generation and transmission outages with District personnel and outside agencies
- Maintain communication with District personnel, other agencies and the public
- Respond appropriately to directives from the Balancing Authority or designee and the Reliability Coordinator
- Assist in capital and O&M budget preparation, assist in design, development and implementation of computer programs
- This position may involve shift, weekend, and holiday work including the possibility of 8, 10 or 12-hour rotating and/or relief shifts

Typical QualificationsAny combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:
Education:High school diploma or equivalent. Graduation from an accredited four (4) year college or university with a degree in mathematics, business, accounting, engineering or related field preferred. Must be NERC Certified as a Transmission Operator, as defined by NERC, within two (2) years of hire date.
Experience:
Two (2) years experience in bulk power scheduling and planning, transaction accounting and/or power marketing or other related experience.
Knowledge of: - Knowledge of efficient water and power system resource scheduling
- Electrical theory and mathematics
- Principles of energy accounting, power interchange transactions and interconnected utility operations
- District safety rules
- Power system operation and generation procedures
- Power transfer capabilities and limits
Ability to: - Ability to prepare clear, complete and concise reports
- Perform statistical data analysis
- Follow oral and written instructions
- Work cooperatively and communicate effectively with others
- Ability to learn and use computer spreadsheets and specialized software
Special Requirement:
Must have a valid California Class C driver license. Must maintain NERC certification as required for a Transmission Operator as defined by NERC.
