  • Job Description

    This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position. The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

    Current vacancy is with the District Attorney’s office located in Visalia.

    SALARY RANGE :
    Level I: $4,732-$5,767 Monthly
    Level II: $5,340-$6,509 Monthly
    Level III: $5,885- $7,172 Monthly

    Typical Duties

    • Research and analyze procedures, policies, legal requirements and/or costs of an existing system or procedure to determine if improvement opportunities exist.
    • Research, write and prepare comprehensive and statistical reports, grants, quotes, proposals, correspondence, procedural manuals, and forms.
    • Directs and oversees a quality management process that includes establishing goals and objectives, enhancing staff, and resource and development.
    • Supervise, train, and maintain standards of practice and evaluating employee performance and competency.
    • Communicate to staff and others information concerning rules, policies, regulations, payroll data, leave of absence, accommodations, and workers' compensation.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:

    • Equivalent to graduation from an accredited college or university with a bachelor’s degree in human resources, business, public administration, or a closely related field.


    Experience:

    • Level II: One (1) year of responsible experience working in human resources, specializing in recruitment, leaves of absence, analytics, safety, payroll, and/or disability management programs.
    • Level III: Two (2) years of responsible experience working in human resources, specializing in recruitment, leaves of absence, analytics, safety, payroll and/or disability management programs.


    Knowledge of :

    Level I
    • Federal and state laws on Human Resources such as recruitment, Cal-OSHA, payroll processing activities, garnishment, wage attachment rules, leave of absences, and medical accommodations, such as FLSA, ADA, FEHA, FMLA, CFRA, and PDL.
    • Principles and practices of administration including organizational patterns and analysis, fiscal and personnel management.
    • Tools, practices, and resources to gather and research data.
    • Descriptive statistics sufficient to reflect results of research.
    • Principles and methods of supervision, including evaluation, counseling, motivation, and training.
    • Customer services practices, tools, and trends.
    • Relevant resources, technology, and practices of human resources and personnel practices.
    • Office practices, methods, forms, equipment, and management principles including automated systems to assess need, capacity, and cost effectiveness.

    In addition to above, Level II/III:
    • Current personnel, payroll, and leave practices, policies, and procedures.
    • Legislative and program trends at local, State and Federal levels related to personnel, payroll, and leaves.
    • Principles and practices of government budget preparation.
    • Customer services practices, tools, and trends.
    • Relevant resources, technology, and practices of human resources and personnel practices.

    Skill/Ability to:

    Level I
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes, and behaviors of both clients and co-workers.
    • Operate office equipment inclusive of computer, keyboard, and all appropriate electronic equipment.
    • Communicate sufficiently to interpret and explain general and technical information to others.
    • Read, understand, and interpret laws, regulations, personnel policies, memoranda of understanding, and other changes that apply to payroll and leave processing.
    • Strong interpersonal skills, that include providing patience, tact, and courteous service when working with others.
    • Perform highly technical fiscal and statistical recordkeeping.
    • Research, collect, and organize material into a manageable form.
    • Analyze and evaluate program effectiveness and operating procedures to develop practical improvements.
    • Establish rapport and maintain effective working relationships with those contacted in the course of work.
    • Communicate clearly and concisely, verbally and in writing.
    • Write clear, grammatically correct reports, grants, letters, and other documents. Read and understand verbal and written instructions and information, both general and technical, and convey clearly to others.
    • Coordinate training and instruction for staff in payroll, leaves, and other personnel practices, policies, and procedures.
    • Establish and maintain a cohesive team-oriented environment.
    • Complete multiple priority projects with strict deadlines.
    • Recognize and maintain confidentiality of information in compliance with laws and regulations. Handle confidential matters discreetly and effectively.

    In addition to above, Level II/III:

    • Apply the principles and practices of budget preparation.


    DESIRABLE EMPLOYMENT STANDARDS

    Experience:

    • Experience working in human resources, specializing in recruitment, leaves of absence, analytics, safety, payroll, and/or disability management programs.


    License or Certificate
    • Possession of Certificated Safety Professional (CPS) certificate or OSHA (30 Hour) Certified Professional Disability Manager Certification.
    • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.
    • IPMA-HR Certified Professional (IPMA-CP) or IPMA-HR Senior Certified Professional (IPMA-SCP) credential.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
