The Position
OPEN & PROMOTIONAL EXAMINATION - ONE-YEAR PROBATIONARY PERIOD
Under general direction, this professional classification exercises independent judgment with some general supervisory review to provide assistance in the administration of the housing assistance program. The Housing Advisor performs administrative, professional and technical housing work including case administration of the housing assistance program.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Performs qualifying review and certification of tenants for admittance to the housing program.
Advises applicants on eligibility requirements, methods of selecting tenants, and housing opportunities.
Conducts third party verifications of client income, assets, expenses, and client status through various agencies, employers, financial institutions, schools, medical providers, and benefit administrators.
Explains and interprets Federal and local policies, regulations, and procedures to the public.
Keeps up-to-date with housing legislation and policies.
Reviews and approves owner leases and rental agreements.
Conducts initial, annual, interim and special housing reviews with tenants to ensure the appropriate benefits are paid.
Performs basic property inspection using Housing and Urban Development (HUD) Housing Quality Standards.
Performs home visits for clientele with special needs.
Performs mathematical calculations and computer functions for financial payment system.
Ensures that owners and tenants are aware of their rights and responsibilities under the housing program regulations.
Analyzes housing market rental data.
Establishes and maintains audited files for housing program participants.
Performs rent mediation and dispute resolution.
Identifies and refers cases for fraud investigation.
Assists in preparing presentations for administrative appeals.
Performs case management in multiple disciplines related to age, disability and income group.
Provides referrals on non-housing issues including supportive services for the elderly and/or families, job training, employment, home ownership, self sufficiency, and others.
Performs internet-based property identification and ownership searches.
Interviews new and continuing participants to explain rental assistance program policies and regulations and determine eligibility for housing assistance.
Provides case management to program participants, negotiates housing assistance contracts with private owners.
Resolves concerns between owners, tenants and the Housing Authority.
Counsels participants regarding housing and economic concerns; maintains participant records.
Prepares income and expense verification documents for program participants.
Records and maintains information on participant status changes.
Performs heavy data gathering and reporting of participant information to the U.S. Department of Housing and Urban Development (HUD).
May assist in the production and delivery of public workshops, group presentations or briefings on the housing assistance program.
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Drives on City business as necessary.
Assumes responsibility for ensuring the duties of the position are performed in a safe and efficient manner.
Performs other related duties as assigned or as the situation requires.
Minimum Requirements
Experience
Two years of increasingly responsible work experience in subsidized housing case management involving program benefits eligibility in a public housing agency or a social service organization.
Education
Bachelor’s Degree in Public Administration, Business Administration, Social Work, Human Services or a related field is required.
License(s)/Certification(s)
Valid Class C California driver’s license.
A certificate of completion of a Housing and Urban Development (HUD) approved housing voucher training, certification and examination, issued within thirty six (36) months prior to the day of hire and/or by the end of the probationary period.
Knowledge, Skills & Abilities
Knowledge of:
Affordable housing programs such as Section 8.
Effective mediation techniques.
English grammar usage, spelling, punctuation, and business vocabulary.
Principles and practices of interviewing, informal counseling and case management techniques.
Principles of property management and real estate transactions.
Tenant-landlord issues.
Skill in:
Effective oral and written communications.
Making independent judgments and decisions based on standard policy and procedure.
Performing accurate computations using formulas and factors.
Utilizing a variety of Microsoft Office software programs, including Outlook, Excel, PowerPoint, client-server and web-based applications.
Ability to:
Provide exceptional customer service to all employees and vendors.
Design and implement work flow systems.
Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.

Bilingual abilities in languages spoken in the community are desirable.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process
EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience and education will be invited to the selection process.
ORAL INTERVIEW: (Weight: 100%) To evaluate the applicant's experience, education, and general background for the position.
Candidates must pass the exam with a minimum score of 70.00% in order to be placed on the eligible list.
TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
