GENERAL DESCRIPTION

Designing anything to be built anywhere... in Texas. Join our Design Project Management Branch of design professionals and the larger Texas Parks and Wildlife family as an Engineer to serve the wild places and people of Texas. Rewarding work within a mission-driven conservation agency on a broad range of project types all over the State.

This is an opportunity to become the "go to" person for quick-turnaround mechanical/electrical engineering expertise for one of the more exciting and dynamic agencies in the State of Texas. Texas Parks and Wildlife Department (TPWD) needs a results-oriented engineer to provide engineering design for facilities at varied locations such as state parks in all regions, fresh and saltwater fish hatcheries, historic buildings & sites, Wildlife Management Areas (WMAs), and other interesting sites within the TPWD system.

Projects will vary widely and are mainly part of the State Park's division "Minor Construction" Portfolio, which typically range anywhere from $30k - $500k in construction cost and require efficient design, thoughtful consideration of the project's scope, impact to the site, and operability by the user. The successful candidate will be the engineering design professional for the Minor Construction Team, working primarily with the State Park's Facility Management team and with other design professionals in the Infrastructure Division, depending on the project.

To execute the required work, periodic travel will be necessary to TPWD sites statewide.

Under the direction of the Minor Construction Program Manager, the Engineer/Design Project Manager performs highly complex (senior-level) (Engineer III) or advanced (senior-level) (Engineer IV) engineering work and will oversee complex engineering design, project management, scoping, research, and documentation tasks in support of the Infrastructure Division and the Minor Construction Program. Performs engineering design and project management work and provides leadership in the design process. Collaborates with other staff members including Architects, Engineers, Design Project Managers, Program Managers, Construction Project Managers and Contract Managers and with outside consultants performing design work for the Agency including Architects, Landscape Architects, and Engineers. Provides consultant liaison services to internal and external organizations regarding the design project and its concepts, solutions to problems, and changes in policies and laws. Develops project budgets, schedules, cost estimates and projections. Helps develop and implements plans to communicate project methodology and processes to interested groups and team members. Reviews and recommends proposals and bids to management. Monitors and manages project quality and cost to ensure that project deliverables by outside consultants are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget. Identifies potential project risks and difficulties and helps the design strategies to mitigate or avoid them. Compiles and distributes project information, project status reports, and project budget expenditures. Creates documentation procedures to capture and manage changes in original project budget and scope. Compiles information for consideration in future funding program requests. Signs and seals engineering design and other documents as the approving authority for the Agency as appropriate. The ideal candidate will be able to design and draft their own bid documents in AutoCAD or other software and generate appropriate technical specifications. Performs additional duties as assigned.

Qualifications:

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor of Science degree in Mechanical or Electrical Engineering.

Experience:

Engineer III: Five years experience as a licensed Professional Engineer.

Engineer IV: Ten years experience as a licensed Professional Engineer.

Licensure:

Must possess a current and active Engineer license as issued by the State of Texas, as issued by the Texas Board of Professional Engineers, or be eligible for a reciprocal license.

Must possess a valid class "C" Texas driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required licenses.

ACCEPTABLE SUBSTITUTIONS

Experience:

Graduation from an accredited college or university with a Master's degree in Mechanical or Electrical Engineering may substitute for one year of the required experience.

PREFERRED QUALIFICATIONS

Experience:

Verifiable experience with mechanical or electrical design and coordination for facility and site development projects and interface with other design disciplines.

Experience with coordinating consultant mechanical or electrical engineers to execute work, and the review of that work.

Experience in project scoping, scheduling and budgeting.

Electrical Engineer position - experience coordinating with rural electric co-ops and other electricity providers and utilizing best practices for securing power to facilities.

Licensure:

Current holder of certification or working familiarity with a recognized sustainable building program, such as Leaders in Environment and Energy Design (LEED) as administered by the U.S. Green Building Council.

KNOWLEDGE, SKILLS AND ABILITIES

Engineer III-IV:

Knowledge of project engineering development;

Knowledge of other discipline's role in the construction process from preliminary engineering through design, documentation, bidding, construction, and close out (e.g. Architects, Landscape Architects, Civil Engineers, Mechanical Engineers, Inspectors, and Contractors);

Knowledge of engineering and design principles, techniques, and procedures;

Knowledge of utility design for both site and building development projects;

Knowledge of local, state, and federal laws and building codes relevant to designing facilities at TPWD;

Knowledge of outdoor resource-based recreational facilities and supporting infrastructure requirements;

Knowledge of permitting requirements, building codes, and other legal issues pertaining to design and construction projects;

Knowledge of construction process methods and materials;

Knowledge of LEED rating system and sustainable building principles;

Knowledge of industry practices regarding the supply of power from electrical providers;

Skill in use of engineering tools in the realm of problem solving;

Skill in effective verbal and written communication;

Skill in reviewing and monitoring the design work of others;

Skill in making presentations to customers and division peers;

Skill in using AutoCad and/or similar architectural/engineering design software;

Skill in using MS Word, Excel, and Outlook;

Skill in using project management scheduling tools;

Skill in coordinating engineering/architectural, design, and construction projects;

Skill in estimating construction costs for design work;

Engineer III:

Ability to perform independent field assessments of site conditions and engineering issues;

Ability to conduct work activities in accordance with the TPWD safety program.

Ability to provide guidance and training to others;

WORKING CONDITIONS

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
