    The York County Utilities Department operates and maintains water and sewer systems in defined service areas in eastern York County and western York County. The department purchases water from the City of Rock Hill. The county has in excess of 22,000 retail customers in its service areas. York County also provides service to the City of York. Sewer service is provided through a collection system owned by York County with treatment being provided by the City of Rock Hill's Manchester Creek Wastewater Treatment Facility.

    About our opportunity

    We invite you to apply to join our team as a full-time (40 hours per week), non-exempt Water Distribution Foreman in our Utilities Department. The purpose of this position is to supervise and participate in the installation, maintenance, repair, and upkeep of water and sewer lines.
    Successful candidate must be able to complete a background check, driving record check, and a drug screen.

    Projected Hiring Range/Pay Grade 115: $24.79 - $29.75 per hour. Salary is determined based on qualifications.

    Work Schedule: Monday - Friday, 7:00 am -4:00 pm; hours may vary based on operational needs (40 hours per week). Also r esponds to after-hours/emergency calls 24 hours per day, 7 days per week.

    Duties and Responsibilities
    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
    • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
    • Supervises the installation of new water services, meters, and valves.
    • Prepares and submits daily inspection reports on water booster stations. Maintains daily pump logs on stations.
    • Assigns and reviews work orders.
    • Maintains water pumping schedule, pump run times, tank levels, and system pressures through daily observation and maintenance of system.
    • Installs, maintains, tests, and repairs all water system appurtenances needed throughout the water systems, including pressure reducing valves, altitude valves, control valves, pressure recorders, meters of all types, and all other devices common to complex water systems. Ability to drive county vehicles required to perform this essential task.
    • Assigns and supervises all equipment operation and transportation.
    • Maintains maintenance and repair records. Assists in inventory and purchasing of parts, tools, material, and equipment as needed.


    About you

    Education and Experience Requirements:
    • High School Graduation or GED equivalent.
    • Four (4) years of water/wastewater distribution, public works or related experience or an equivalent combination of education, training and experience.

    Special Certifications and Licenses:
    • Valid state driver’s license.
    • Must possess Class A CDL, CPR and First Aid certification.
    • State of SC Water Distribution System Operator, Class C preferred.

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
    • Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

    Longevity Allowance
    Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

    Annual Leave
    Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

    Earning Rate for Full-Time Employees
    Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

    Sick Leave
    Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

    Earning Rate of Sick Leave
    Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

    Training:
    Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives.
