Under general supervision, this position is responsible for investigating and inspecting places of business in the City for the possession of proper licenses, payment of required fees, collection, reporting & remittance of required taxes, and for adherence to associated regulatory ordinances.
Essential Functions Include But Are Not Limited To
Assesses and collects Business License Taxes, Business Improvement District (BID) Assessments, Hotel Visitors' Taxes, Utility Users' Taxes, Medical Marijuana/Cannabis Taxes and In Lieu Fees, Proactive Residential Enforcement (PREP) Fees and other associated permit fees and charges, and prepares and maintains a variety of electronic records and other documents related thereto. Investigates and inspects all places of business in the City for possession of proper tax receipts and certificates, verification of sales and use tax permits, associated tax decals or stickers, and adherence to a variety of revenue and regulatory ordinances in cooperation with other City Departments. Performs Business License Tax audits, Hotel Visitors' Tax audits, and other revenue related audits both in the field and in the office. Assesses Inspection/Collection Fees in cases of re-examining, re-inspecting or re-visiting a place of business for purposes of enforcing the Business License Tax Code or collecting unpaid taxes. Receives and electronically cross-references third-party business registrations, fictitious business name filings, sales and use tax registrations, real property ownership records, etc. in order to identify unlicensed businesses. Uploads data to research databases, sorts and filters data and coordinates notification mailings and associated follow-up. Issues Notices of Violation. Investigates notices of change in ownership, nature of business done, or locations of businesses. Inputs new information into computerized system and audits electronic tax files for correctness of file maintenance. Makes small claims court filings/appearances. Processes bankruptcy notifications; files proof of claims. Assists Revenue Supervisor and Customer Service Representatives as required and performs other related functions as assigned.
Minimum Qualifications
Three years of experience involving collections or performing monitoring type work for the purpose of ensuring compliance with rules or regulations or any equivalent combination of experience and education, which provides the knowledge, skills and abilities listed below. Two years of college coursework in public administration, business administration or a related field may be used in combination with experience to meet the minimum qualifications.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Business mathematics and collection procedures.
Skill in: operation of office equipment such as personal computers, laptops, tablets, smart phones, and calculators. Capacity to proficiently utilize Microsoft productivity software including: Word, Excel, Access, PowerPoint, Publisher, Outlook, plus Adobe Acrobat.
Ability to: learn, understand, and apply the City's Business License Tax Code, Hotel Visitors' Tax Code, Utility Users' Tax Code, Business Improvement District Ordinance, Marijuana/Cannabis Ordinance, PREP Ordinance and to communicate tactfully and effectively both orally and in writing with the public in the enforcement of the Business License Tax Codes and other associated codes and ordinances.
SPECIAL REQUIREMENTS
Must possess and keep current, a valid California Class C Drivers License.
Must be bilingual in English and Spanish OR Vietnamese.

Written Examination ( Tentatively scheduled for July 29, 2025): (Qualifying ) may include questions on business math, public relations, reading comprehension, accounting and office practices, inspections, collections, and/or other related subjects.
Oral Interview Examination ( Tentatively scheduled for August 13, 2025) : (Weight of 100%) will evaluate the candidates' experience, training, education and abilities in relation to those factors which are essential for successful performance on the job.
Candidates must achieve a passing score in every component of the selection process in order to be placed on the eligible list. A bilingual oral fluency exam will be conducted prior to the job offer. The Human Resources Department may waive one or more examination components. When one weighted examination component is waived, the remaining section will receive a weight of 100%.
