DescriptionThe Position:Under general supervision, the APCD Management Assistant III performs a wide variety of secretarial and routine administrative functions for the APCD Executive Officer and/or APCD Manager Fiscal/Administrative Services. These positions must possess considerable knowledge of the assigned agency/departmental programs, terminologies, policies, and procedures.
Distinguishing Characteristics:The APCD Management Assistant III is an advanced journey level classification. Incumbents independently perform secretarial and administrative support duties in support of administrators assigned to the Management Benefit Group 2 or department/agency heads.
APCD Management Assistants III's are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.
EDUCATION/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending on operational need and certification of skill.
The eligible list established from this recruitment may be used to fill current and future Regular, (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There are currently one Regular vacancy at the Air Pollution Control District.

Examples Of DutiesDuties may include, but are not limited to the following:
- Researches, compiles, and organizes information for use by management in the completion of reports, recommendations, and special projects, preparing reports and projects for the manager’s approval upon request.
- Assists in front-desk/reception duties including screening office and telephone callers, referring inquiries to the appropriate staff.
- Screens and distributes all incoming mail correspondence for the District staff and management.
- Sets up and maintains a variety of office files and records, making appropriate recommendations for changes in clerical and office procedures as necessary.
- Serves as building maintenance coordinator and liaison between management, staff, building tenant, and property management personally transmitting messages, requests and instructions as appropriate.
- Assists division managers in managing assigned District vehicles. Serves as point of contact for matters concerning the District including maintenance, telematics, and reporting requirements.
- May assist manager in scheduling appointments and arranging conferences and meetings exercising considerable discretion in commitment of the manager’s time.
- May be assigned duties which involve clerical accounting or bookkeeping.
- May be assigned to oversee office supply inventory control and fulfillment.
- May perform lead functions over other clerical personnel.
- Performs other related duties as required.

EDUCATION, TRAINING, AND EXPERIENCE:Considerable administrative office experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by:
APCD Management Assistant III - Three (3) years of increasingly responsible secretarial or administrative support experience.
NOTE : Administrative support experience is work best represented by a high degree of independent and personal discretion while using department policies and procedures to address operational details like screening, referring appropriately, or personally resolving issues that may not require a director's or a manager's personal attention.
NECESSARY SPECIAL REQUIREMENT: NOTE: The ability to communicate effectively in writing must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED- Public sector work experience.
- Strong skills with Microsoft Word, Excel, and Outlook.
Knowledge, Skills, and Abilities:Thorough to comprehensive knowledge of:
- Correct English usage, grammar, spelling, vocabulary and punctuation;
- Modern office methods and procedures, including business correspondence, filing, and standard office equipment.
Thorough to comprehensive ability to:
- Understand departmental organization, policies, and procedures and the County/APCD governmental structure;
- Compose clear and concise correspondence independent from oral or written instructions;
- Establish and maintain clerical procedures and standards;
- Independently perform a variety of administrative assignments;
- Effectively lead other clerical employees;
- Establish and maintain effective public relations with departmental clientele; and
- Effectively meet the public in situations requiring tact and poise.

WRITTEN EXAMINATION - 100%: An un-proctored, internet-based job-related written exam will be conducted to evaluate participating candidates' knowledge of English usage & written communication, business math, proof reading, and filing & office practices for successful performance on the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of
one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, and Fixed-Term vacancies within the Air Pollution Control District.
