Full-time position available with the Housing and Community Development Department, KC Housing Federal Initiatives Division, located at 414 E 12th St.
Salary Range: $5,173/month
Normal Work Days/Hours: Monday-Friday 8:00 a.m.-5:00 p.m., with possible work outside of normal hours * Telework one day a week, after six-month probationary period. *

Responsibilities
• Conducts assessments of single-family homes to determine rehabilitation needs.
• Inspects housing to ensure contract work meets specified standards.
• Develops solutions for complex assignments.
• Updates the Division Manager on the status of rehabilitation projects in relation to division goals and objectives.
• Discusses program parameters with service recipients, either in person or over the phone.
• Creates project estimates, including both hard and soft costs.
• Addresses service requests or complaints from the public, following departmental policies and regulations.
• Demonstrates independence, resourcefulness, and initiative in performing assigned duties.
• Provides comprehensive technical support to participants and contractors, including recommendations for program procedures, technical requirements, and application modifications.
• Maintains records and preparing required reports.
• Oversees inspections for Special Projects (e.g., HQS, Municipal Court Fund, Facade Program).
• Contributes to updates of Technical Specifications and Standards with technical writing skills.
• Monitors the progress of Special Projects, including managing change orders and addressing customer complaints.
• Oversees the administration of the entire TIF Housing Programs portfolio.
• Attends neighborhood meetings within the designated TIF Program areas.
• Attends TIF Advisory Committee meetings and briefing TIF Advisory Committees for TIF Housing Programs.
• Performs inspections, providing oversight, and signing up clients for various eligible TIF Housing Programs.
• Manages the portfolio of clients participating in the Heart of The City Façade Program.
• Conducts inspections on projects funded by various Housing Department programs.
• Monitors and processing deed releases for AmeriNat loans,
• Provides inspections and executing contracts for clients applying for grants through available Housing Department programs.
• Conducts Tax Abatement inspections for the Land Clearance for Redevelopment Authority (LCRA).
Qualifications
REQUIRES an accredited Bachelor's degree in public or business administration or a related field and 3 (OR an accredited Master's degree in one of the listed fields and 1) year of related professional experience in housing and community development, neighborhood preservation or neighborhood services; OR an equivalent combination of qualifying education and experience.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
