    SOLANO COUNTY - COUNTY ADMINISTRATOR’S OFFICE

    The mission of the County Administrator’s Office is to manage and coordinate all County government operations and other public policy program activities as required by federal, state and local law, and as directed by the Board of Supervisors in order to provide innovative, effective and fiscally responsible services to the people of Solano County.

    The Office of the County Administrator:
    • Represents the Board in the County’s intergovernmental relations and performs general administrative duties.
    • Reviews and monitors County structure, programs, services and budgets, and makes recommendations for reorganizations, funding and positions necessary to conduct Departmental functions.
    • Plans, monitors and oversees County operations assuring that Board policies are carried out in an efficient, cost-effective and service oriented manner.

    THE POSITION

    Solano County is seeking an accomplished professional to serve as our Budget Officer. The Budget Officer is a member of the executive management team and reports to the County Administrator. This position works with CAO management analysts and department directors and supervises several staff members. The Budget Officer has responsibility for direct management and coordination of the County’s long term budget preparation processes. The Budget Officer collects and assembles data across the entire organization (elected and non-elected departments) with the responsibility to prepare multi-year budget models with key assumptions, forecasts, estimates and narrative justifications through report presentations, enactments, and implementations.

    The Budget Officer also monitors and interprets proposed, pending, and enacted legislation to determine the fiscal implications across the spectrum of county services with particular emphasis on health/human services, public safety, and other realignment of financial resources as mandated by the State of California, Federal Government, or other revenue sources. Additionally, the Budget Officer provides expert level authority and consultative services on budget and fiscal issues to elected officials, executive management, and all County departments.

    This position is an “at will” position and serves at the discretion of the appointing authority.
    QUALIFICATIONS

    Education: Bachelor’s degree from an accredited college or university in public financial management, business/public administration, economics, governmental accounting, or other fields directly related to the budget, fiscal, and management duties of this class. AND

    Desired Experience and Background: Ten (10) years of experience that included broad and extensive responsibility for the budgetary process of a large and/or complex public agency including independently performing budget analyses, preparation, and control; analyses and development of fiscal and budgetary policies and procedures which includes five (5) years of increasingly responsible experience in organizational finance including principal involvement in the development and administration of an organization’s overall budget. Supervisory skills are desired.
    Master's Degree and/or CPA, and/or Professional certifications such as the Certified Government Finance Manager (CGFM) are desired.

    Licensing/Certification Requirements:
    • California Driver’s License, Class C
    • Ability to qualify for a fidelity bond is desirable.

    Special Requirements:
    • Incumbents must comply with Section 8500 et seq of the California Government Code relating to financial disclosure.
    • Must be able to pass a background check.

    IDEAL CANDIDATE

    The ideal candidate is an experienced governmental manager with a strong proven record of accomplishments, a strong professional commitment, unquestionable integrity, outstanding interpersonal and supervisory skills. They will have the highest degree of ingenuity, judgment, independence, as well as expert level skills necessary to apply budget-related laws, regulations, policies, and methods to manage complex budgetary and financial assignments.

    Candidates should have strong analytical skills related to the development and implementation of long-term financial strategies, projections, financial modes, and budgetary reports. A high level of expertise and hands-on skills in various technology/software programs is required. The Budget Officer will also establish enhanced internal procedures to assist in the compilation of assimilating, and reporting data.

    Additionally, the Budget Officer will have a collaborative yet inquisitive style that is complemented by strong people skills. Working closely with the full array of departments, both elected and appointed, with a focus on being supportive, the Budget Officer will strive to fully understand operations and services offered in order to move toward robust benchmark comparison, data-driven information, potential cost-efficiencies, reduce redundancies, and improved timetables for reporting.

    Other characteristics desired include strong communication skills and an approachable personal style with the ability to present clear budget reports to the County Leadership in this high-caliber organization. In summary, the selected candidate will enjoy working in a fast paced and sophisticated public sector environment with high energy executive management team committed to fiscal stability of the organization, exceptional public access and reporting, and the ongoing desire to incorporate best practices into local government.
