    The Position

    The City of Riverside is accepting applications for the position of Associate Traffic Engineer to fill one (1) vacancy in the Traffic Engineering Division of the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    The ideal candidate will provide traffic engineering services for the design and implementation of traffic signal timing operation improvement projects including day-to-day signal timing deployment, management of the Traffic Management Center (TMC), signal synchronization projects, signal turn-on support, compliance to industry standards, supporting the Traffic Signal Shop and perform field work as necessary. Additionally, the selected individual will work on preparation of traffic signal design plans, improved signal timings plans, prepare annual signal timing reports, and assist with maintenance of traffic signals and appurtenances. This individual will also provide oversight of current citywide projects including administration of a new Central Master System (CMS), installation of new traffic signal controllers, implementation of Leading Pedestrian Interval (LPI) phasing, connecting all traffic signal systems online, and oversight on the Intelligent Transportation Systems (ITS) Master Plan Project. This position will respond to public complaints concerning engineering problems, provide Traffic Management Center (TMC) Tours, and have an opportunity to present the annual signal operations update to the Transportation Board. The position entails working indoors and outdoors and occasional evenings and weekends. The City of Riverside Public Works Department is responsible for managing over 415 traffic signal systems and communications systems.

    The Associate Traffic Engineer performs lead and professional traffic engineering work in the design, investigation, and construction of traffic management and transportation projects.

    Work Performed

    Typical duties may include, but are not limited to, the following:
    • Plan and perform traffic engineering work professionally and accurately; participate in and complete special projects requiring advanced engineering and technical ability.
    • Update, edit, and manage written directives for the department and for use by other employees; develop, implement, and facilitate technical and administrative policies and procedures that impact
      traffic engineering and construction activities
    • Research, investigate, and discover activities pertaining to new and failed materials, engineering, and construction practices; provide recommendations and expertise regarding faulty materials and potential solutions.
    • Maintain, create, and submit reports relating to economic, loading, load flow, and project justification; provide succinct project and material metrics; determine traffic engineering initiatives that remain critical and provided knowledge to solve.
    • Develop, coordinate, and assist in with traffic engineering activities and management of large engineering projects; assist in the identification of special problems which have an important effect on other significant utility projects.
    • Provide background information and documentation for management consideration on major projects and technical matters involving engineering theories, concepts, and principles.
    • Make sound decisions independently on minor technical problems and methods related to the work being performed; monitor and oversee safety adherence and compliance.
    • Act as a lead or senior engineer and provide direction, oversight, and training for other engineering personnel of limited experience.
    • Perform other duties as assigned


    Qualifications

    Education: A Bachelor's degree in civil, traffic, or in a closely related engineering field from an accredited college or university. A professional engineer’s license is highly desirable.

    Experience: Two (2) years of experience performing professional traffic engineering work.

    Necessary Special Requirement
    Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.

    Highly Desirable Qualifications:
    • Bachelor's degree in civil engineering from an Accredited ABET college or university
    • Possession of a Certificate as a Professional Traffic Operations Engineer (PTOE) or a Traffic Engineer License or a Professional Engineers license
    • Possession of an International Municipal Signal Association (IMSA) certificate in operations and design
    • Minimum two (2) years' experience with traffic signal timing operations and using McCain traffic signal controllers
    • Minimum two (2) years’ experience with Synchro
    • Minimum two (2) years' experience of design and drafting using the latest version of AutoCAD including preparation of signing and striping plans and traffic signal plans
    • Ability to independently implement traffic signal timing changes in the traffic signal controller or Central Management System to address resident and elected official requests, signal synchronization, time of day plans, phasing adjustments, including deployment of special features such as Leading Pedestrian Interval (LPI), rest in red phasing, compliance to state standards, etc.
    • Ability to configure CCTV cameras and video detection systems
    • Knowledge of traffic signal design, operations, and other traffic engineering industry standard practices
    • Proficient in Microsoft Office Suite - Word, Excel, and PowerPoint

    Physical Demands and Working Conditions: Work is done inside and outside in the field with exposure to inclement weather, traffic, and other hazards including electrical wires, components, and parts. Employees may interact with staff and/or public and private representatives and will provide professional customer service.

    Service Employees International Union (SEIU) - General Unit

    The City offers an attractive benefits package, the central provisions of which are as follows:

    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,537 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employees and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the SEIU MOU for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • State Disability Insurance - Automatic coverage administered by the Employee Development Department (EDD) of the State of California
    • Vacation Accrual - 0-4 yrs. = 80hrs, 5-9 yrs. = 120hrs, 10+ yrs. = 160 hrs.
