The JobThe Department of Public Health is currently recruiting for a
Strategy and Business Development Officer who will be responsible for leading the implementation of various department strategic plan initiatives with a primary focus on customer service, development and implementation of new programs, and coordination with internal and external agencies on business operation assessments.

Strategy and Business Development Officer Core Competencies and Responsibilities:- Leads in development and implementation of the Department’s programs for priority initiatives to meet State and Federal mandates.
- Develops and implements strategies which leads to improvements in operations consistent with the Department of Public Health’s mission, vision and core values.
- Uses data to analyze trends to meet State and Federal mandates.
- Assess and evaluate Public Health programs, by utilizing innovative ideas to improve current business plan and achieve desired results.
- Establishes and influences others to achieve goals, targets, and metrics consistent with strategic and operational objectives.
- Demonstrates excellent formal presentation and interpersonal communication skills that result in understanding of, and commitment to, strategic initiatives.
- Collaborates with senior executive team in advancing the department’s short- and long-term strategic plans.
- Identifies, evaluates, and gains consensus with department leaders for the development of new or expansion of services and programs, with a focus on Environmental Health services and Animal Care Divisions
- Monitors internal data to understand the driving forces of business variables, and then implements corrective action when/where appropriate.
- Understands and demonstrates competency utilizing all data available.
- This position will assist in reviewing contracts, Board Agenda Items, ordinances and/or agreements, and requests for proposal.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.

Minimum RequirementsEducation: Bachelor's degree (or higher) in Public Health, Public/Business/Health Administration, Health Science, Social Sciences, or a closely related field of study.
-AND-Experience: Three (3) years of full-time equivalent, professional-level program management experience with primary responsibility for strategic and innovative program planning, development, implementation, and evaluation; overseeing complex programs/projects; and/or conducting high-level research and data analytics that have organization-wide impact. Qualifying experience must have been obtained in a Public Health program, community health organization, government agency or closely related agency, of which
two (2) years includes full-scope supervision that involved hiring, performance evaluations, and discipline up to and including termination.
Desired QualificationsThe ideal candidate will possess:
- Experience developing complex business plans and using data to drive strategies.
- Experience managing or working in Public Health programs, or other related government agency.
- Knowledge of principles of interactive planning, participatory and influence management.
- Skilled at executing strategy and problem solving; asks the right questions, follows up and determines the facts, setting priorities based on business opportunity.
- Masters in Public Health.
