    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.

    Primary Duties and Responsibilities

    GENERAL PURPOSE: Assists the City Attorney to develop and support the department, including the Civil and Criminal Divisions. Under general supervision, directs, coordinates, supervises, and evaluates the work of staff in the Civil Division who provide legal support services. Performs a variety of professional, technical and administrative activities to support the functions of the Department; manages special projects and assists with program management; duties may vary according to work assignment.

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Develops and monitors administrative policies and procedures for staff to process the flow of work and carry out goals and objectives of the City Attorney.
    • Prepares and monitors the department’s operating budget; reviews and approves all expenditure in the City Attorney’s Office.
    • Plans and implements department and division goals and objectives by facilitating and engaging in long-term strategic planning and short-term operational planning; and setting performance goals for the Civil Division.
    • Exercises direct, technical, and functional supervision over administrative personnel by training and evaluating personnel; establishing and monitoring employee performance objectives; preparing and presenting employee performance evaluations; providing and coordinating staff training; coaching, mentoring, and counseling employees; and implementing discipline as necessary.
    • Collects financial, technical, and administrative information and compiles data for reports; updates and corrects operational and statistical database; prepares and submits financial and technical reports as required.
    • Manages special projects as directed; conducts research, collects and consolidates data, and compiles findings; validates and analyzes data, and recommends solutions.
    • Analyzes trends, market data and issues; investigates and resolves concerns and problems.
    • Coordinates information and assures effective communication between departments; clarifies and reconciles issues relating to department functions, budgets and procedures.
    • Resolves problems and customer service inquiries within the scope of authority; provides advice and assistance to customers and external agencies.
    • Composes correspondence and other documents on a wide variety of subjects requiring knowledge of the programs, services and policies of the assigned Department; creates, develops and processes technical documents and other communications.
    • Provides and explains technical and financial information to customers, external agencies and City staff and management.
    • Actively seek out methods to enhance communications, streamline work processes, decrease turnaround times, and provide customer service to stakeholders.
    • Maintains calendars, schedules meetings and appointments; prioritizes and resolves complex meeting schedules; prepares meeting agendas and presentation materials; takes and transcribes meeting minutes, and prepares summaries as required.
    • Performs and coordinates a wide range of technical, analytical, and administrative duties.
    • Supervise staff assigned to Civil Division and review the work of office staff.
    • Performs other duties as assigned or required.


    Minimum Qualifications & Position Requirements

    Education and Experience: Bachelor’s degree in Public or Business Administration, and three (3) years of full-time professional experience in project management, program administration, research, finance or administrative support, including one (1) year of public sector experience, and (1) year in a law office; OR an equivalent combination of education and experience.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • Municipal government and roles and responsibilities of elected officials and council appointees, including the city attorney.
    • Civil procedures and litigation matters.
    • Supervisory principles, practices, and techniques.
    • City policies and procedures.
    • Project management principles and techniques.
    • Research methods and technical report writing.
    • Principles and practices of accounting, statistical analysis and budgets.
    • Principles and practices of record keeping and records management.

    Skill in:
    • Consensus building techniques.
    • Reading and understanding City, state and Federal rules and regulations.
    • Assessing and prioritizing multiple tasks, projects and demands.
    • Analyzing problems, identifying solutions, recommending and implementing methods, procedures and techniques for resolutions.
    • Preparing complete, complex, comprehensive, and accurate documents and reports.
    • Operating a personal computer utilizing a variety of business software.
    • Working independently and as a team member, maintaining composure, and working effectively in a high-pressure environment with changing priorities.
    • Effective oral and written communication.


    12 Month Goals:

    • Learn the policies, processes, and technologies used in City Attorney’s office and City of Buckeye.
    • Develop an understanding of the City Attorney’s office and goals in the City of Buckeye.
    • Develop working relationships with city employees and offer excellent customer service and guidance to department, clients, residents, and partners of the City of Buckeye.
    • Facilitate the FY27 budget process for the City Attorney’s office.
    • Assist in developing and implementing processes and improvements for the City Attorney’s office to coordinate with departments and clients of the office.
