Full-time position available with the Finance Department, Accounts Division, located at 414 E 12th St.
Salary Range: $5,794-$8,833/month
Normal Work Days/Hours: Monday-Friday 8:00 a.m.-5:00 p.m. *Telework available one day a week after 6 month probationary period

Responsibilities
This position involves highly responsible work with planning, directing, and coordinating activities related to federal and non-federal grant funding administration and review. The ideal candidate will operate independently with general supervision, possess strong analytical skills, and have experience with or an understanding of accounting general ledger management and federal grant reporting requirements. An employee in this position is expected to carry out their assignments under general supervision, and work is reviewed through periodic conferences, review of reports and supporting work papers, and observation. The incumbent will also be an important part of the team implementing a new Enterprise Resource Planning (ERP) system for the City, so experience working on similar integration initiatives is a plus.
Duties/Responsibilities: • Provides support to City departments with grant management in the areas of administration, financial oversight, and compliance.
• Provide training support to City employees on grant management best practices and compliance requirements, as well as use of enterprise resource planning (ERP) system Grants Management, General Ledger, and Commitment Control modules.
• Documents existing operational processes for use in requirement-setting for new ERP system implementation.
• Provides functional end user consultation for the existing Grants Management, General Ledger, and Commitment Control ERP modules and new ERP once system is live.
• Provides support and assists in solving issues related to various ERP interfaces, and assists City's technical analysts with identifying and implementing fixes for system issues.
• Assists departments with billing for grant reimbursements and initiates grant drawdown requests when needed; monitors and tracks grant reimbursement requests for compliance, timeliness, and progress towards grant completion.
• Reviews City ordinances authorizing the submittal of grant applications and the acceptance of grant award funds.
• Reviews and submits financial and performance reports to granting agencies; reconciles grant project accounts and ensures data accuracy.
• Assists with the fiscal year-end close process, including re-estimation of grant revenues and re-appropriation of grant expenditures and encumbrances.
• Assists Grants Management team with the development of the City's annual Schedule of Expenditures of Federal Awards (SEFA); produces reporting and documentation requested by external audit firm to complete the annual Federal Uniform Guidance Single Audit.
• Ensures accuracy of the City's accounting general ledger and financial reporting through journal entry request review and approval, and assisting with internal service cost allocation processes.
• Performs related duties and special projects as required.
Qualifications
REQUIRES an accredited Master's in public or business administration, urban or regional planning, economics, organizational/development psychology, project management, geography and 1 year (OR an accredited Bachelor's and 3 years) of professional experience in corporate/municipal finance, research, accounting planning, project/program management, or geographical information systems analytics.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
