*Subject to Change* DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Financial Analyst functions are designed to meet the strategic and operational objectives of the department. Under the supervision of the Division Manager and guidance of senior management, the successful applicant will work as primary support to management in the Trusts and Funds Management Section of the Financial Reporting & Operations Division.
Trust & Funds Management - Coordinates the development, implementation, and monitoring of various financial activities, policies and procedures to effectively manage the reporting of all City of Houston Local Government Corporations (LGCs), Component Units (CUs), and applicable nonprofit agencies.
- Monitors and analyzes the monthly, quarterly, and annual financial and audit reports of the LGCs’ and/or CUs’
- Prepares analysis of budgets and monthly financials reflecting metrics such as, but not limited to, revenues and expenses; monitors and reports on financial trends, revenue, debt capacity, and operating and capital asset trends.
- Interpret and prepare reports based on information noted in interim and audited financial statements.
- Performs professional financial analysis and reconciliations.
- Assist with the development of reports and PowerPoint presentations using Microsoft publishing tools.
- Compiles data and produces reports, as needed.
- Develop and update administrative procedures, as needed.
- Coordinate and conduct special long-term and short-term projects.
- Perform other duties as requested.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS Four years of professional experience in finance, economics, budget analysis or a closely related area are required.
Experience
cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

PREFERENCESPreferences will be given to candidates:
- With knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
- Demonstrates abilities in handling various projects simultaneously.
- Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies, and procedures in combination. Analytical ability is necessary to gather and interpret data effectively.
- Ability to provide solutions and suggestions to problems.
- Ability to conduct forecasting analyses.
- Ability to analyze and evaluate complex accounting and financial reporting.
- Makes every effort to analyze and report inaccuracies in a timely manner.
