DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS Coordinates and supports the development, implementation and monitoring of various financial activities, including preparation of full cost of service studies for the City of Houston and assist with the development of the City of Houston's Annual Indirect Cost Allocation Plan.
RESPONSIBILITIES:- Identify the full costs of providing user fee services.
- Establish revenue recovery and cost subsidy policy and recommendations.
- Determine a defensible methodology and process to perform cost of service studies.
- Apply General Accepted Accounting Principles (GAAP) and the Office of Management and Budget (OMB) Circular A-87 federal regulations when performing full cost of service studies.
- Develop written results of cost-of-service studies.
- Perform comparative user fee surveys, comparing the City of Houston user fees to other agencies.
- Perform complex financial analysis and reconciliations.
- Assist with the development of various cost models.
- Develop data request schedules required to perform a full cost analysis and development of the annual Indirect Cost Allocation Plans in accordance with requirements to GAAP and 2 CFR Part 200, Uniform Administrative requirements, Cost Principles and Audit requirements.
- Develop schedules with the proper data to calculate a full cost of service study and indirect cost rates.
- Compile and analyze data; interpret results and draw conclusions and make recommendations.
- Develop specialized reports working with a wide variety of financial data.
- Document results of the analysis and study related to various cost elements.
- Prepare and query SAP reports including interfacing with other City departments to successfully complete various analyses with quality results.
- Represent Division Manager/Finance Department in meetings and gather information.
- Negotiate solutions for problems of medium to high complexity as assigned by the Division Manager/Deputy Assistant Director.
- Interpret administrative policies and oversee communication with department personnel regarding such policies.
- Participate in evaluation and design of workflow, processes, various operations systems, etc.
- Develop technological solutions and systems for continuous improvement programs and other appropriate applications.
- Coordinate and conducts special long term and short-term projects.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS Six years of professional experience in finance, economics, budget analysis or a closely related field are required.
SUBSTITUTIONS : Experience
cannot be substituted for the Bachelor’s degree requirement.
A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

PREFERENCESPreferences will be given to candidates with:Prefer knowledge of Generally Accepted Accounting Principles (GAAP), 2 CFR Part 200 Office of Management and budget (OMB) guidelines and demonstrates abilities in handling various projects simultaneously developing cost models. Experience in interpreting and remaining in compliance with federal and state regulations related to grants management.
Special consideration will be given to applicants with experience in grant writing and management; SAP and financial reporting experience as well as applicants with strong Microsoft Office products such as Excel, Word, PowerPoint and Publisher. Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytical ability is needed to gather and interpret data.
