PURPOSE OF DIVISION Houston Public Works is the largest and most diverse public works organization in the country, serving more than 2.3 million residents every day. PURPOSE OF THE POSITION The
Structural Inspector ensures the safety, stability, and code compliance of structural systems in residential, commercial, and public buildings throughout Houston. As part of Houston Public Works, this role conducts field inspections, enforces building codes, and supports responsible development citywide. By identifying structural deficiencies and promoting safe construction practices, the Structural Inspector helps protect lives and preserve the integrity of Houston’s built environment.
The responsibilities of this position include, but are not limited to: - Conduct thorough structural inspections to assess compliance with approved building plans, codes, ordinances, and technical specifications.
- Evaluate life safety systems, including means of egress, to identify hazards and ensure public safety.
- Issue correction notices and provide clear, actionable recommendations based on applicable building codes.
- Collaborate with contractors, architects, engineers, and property owners to resolve technical issues and guide code-compliant solutions.
- Respond to inquiries from the general public and industry professionals with professionalism and technical expertise.
- Maintain accurate and organized inspection records, drawings, and reports for departmental use.
- Stay current on changes to codes and construction practices through ongoing training and development.
- Perform additional duties as assigned in support of the division’s mission.
WORKING CONDITIONS The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS - Requires a high school diploma/GED, and up to 18 months of education or training in the area of inspection to be performed.
EXPERIENCE REQUIREMENTS - Two years of journey level or skilled experience related to the area of inspection to be performed are required.
LICENSE REQUIREMENTS - Requires a valid Texas driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2).
- ICBO Building Inspector's Certificate (Preferred to be obtained within 11 months of employment).
INCENTIVES/AWARDS - Retention: Eligible for award of up to $3,000, upon completion of 24 months of employment.
- Relocation: Eligible for an incentive of up to $1,000, upon submission of qualifying receipts.
- Certification: Eligible for annual incentives of up to $3,900, upon acquisition of eligible certification.
- Step Increase: Salary adjusted by 3.1% upon start of 3 rd year of employment, and again by 2.8% upon start of 5 th year of employment.
PREFERENCES **Preference shall be given to eligible veteran applicants provided such people possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such people are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** Preference shall be given to applicants with:
- Knowledgeable in building codes, ordinances, and construction principles.
- Detail-oriented with strong analytical and problem-solving skills.
- Excellent communicator, able to explain complex concepts to technical and non-technical audiences.
- Collaborative and customer-focused, with a commitment to safety and integrity.
- Experienced in field inspections, code enforcement, or a related construction discipline (preferred).
GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED The selection process will involve application review and/or interview. The department may administer skills assessment test.
