DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under the direction of the Director of the Office of Emergency Management the Senior Division Manager will be responsible for but not limited to the following:
- Oversight and management of Houston Public Works (HPW) Building Projects and maintenance, including contractor oversight
- Budget Participation in HPW Mitigation Project & development
- Coordination of HPW facility special event support (security and availability to building during various parades & events)
- Oversight of HPW facility Life Safety Equipment (AED’s, STB kits, sharps containers)
- Manage the salvage process for Director’s Office and HPW Building/EB Cape
- Manage HPW facility contracts and contractors (examples: facility maintenance, security, trash and recycle contracts
- Oversight of HPW Security Control Room
- Supervision and coordination of investigations for life safety complaints and issues for HPW buildings
- Support staff for OEM events (staffing at HEC for various events and activations)
- Supervise, monitor training, and create performance plans for direct reports • Other duties as assigned

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Management position at the Tier I Level. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS Eight (8) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.
Substitution: A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of non-supervisory experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCESPreferences will be given to candidates with the following: - Exceptional ability and propensity to regularly communicate pertinent information efficiently and effectively, both verbally and in writing.
- Experience with project management, involving project planning, scoping, budgeting, and scheduling.
