    PURPOSE OF DIVISION


    Houston Public Works is the largest and most diverse public works organization in the country, serving more than 2.3 million residents every day.     PURPOSE OF THE POSITION

    The Senior Plan Analyst plays a critical role in ensuring the safe, sustainable, and code-compliant development of Houston’s built environment. Serving within Houston Public Works—the nation’s largest and most diverse public works organization—this position is responsible for reviewing complex structural plans for residential and commercial construction projects. By evaluating designs against local ordinances and international building codes, the Senior Plan Analyst safeguards public safety, supports resilient growth, and promotes regulatory consistency. This role involves close collaboration with design professionals and internal departments to resolve technical issues and uphold the City's commitment to service, innovation, and excellence.

    The responsibilities of this position include, but are not limited to:
    • Perform detailed structural plan reviews to ensure compliance with the International Building Code (IBC), International Residential Code (IRC), City of Houston ordinances, and technical specifications.
    • Approve structural plans that meet all applicable code requirements under the direction of the Plan Analyst Supervisor.
    • Document code deficiencies in submitted plans and provide written corrections, recommendations, and technical feedback to applicants.
    • Conduct research on complex structural issues and interpret code provisions to support consistent application of building standards.
    • Meet with developers, contractors, architects, engineers, and the general public to discuss plan review outcomes and provide technical assistance.
    • Evaluate specifications and drawings to verify engineering accuracy and code compliance.
    • Collaborate across departments to resolve design and code-related issues in a timely and professional manner.
    • Communicate effectively in writing and verbally to explain City procedures, technical requirements, and building code interpretations.
    • Perform other duties as assigned to support the mission of Houston Public Works.

    WORKING CONDITIONS

    The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    An Associate degree in Building Inspection or the equivalent is required.

    EXPERIENCE REQUIREMENTS

    Two years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required.

    Substitutions:

    Four years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above education and experience requirements.

    A Bachelor's degree in Construction Management, Building Inspection, Architecture, Engineering or a closely related discipline may be substituted for the above education and experience requirements.

    LICENSE REQUIREMENTS

    Valid Texas driver's license and compliance with the City of Houston's policy on driving.

    INCENTIVES/AWARDS

    Retention: Eligible for award of up to $3000.00, upon completion of 24 months employment.

    Relocation: Eligible for incentive of up to $1000.00, upon submission of qualifying receipts.

    Certification: Eligible for annual incentives of up to $3900.00, upon acquisition of eligible certifications and after completing 6 months on the job.

    Step Increase: Salary adjusted by 4.4% upon completion of 24 months of employment Salary adjusted by 2.0% upon completion of 36 months of employment.

    PREFERENCES

    **Preference shall be given to eligible veteran applicants provided such people possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such people are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Preference shall be given to applicants with:
    • Valid commercial and/or residential building plan examiner certification(s).
    • (ICC) building code experience.
    • Experience reviewing commercial and residential plans, including reading construction documents and plans.
    • Experience in building design, drafting, architectural and engineer construction, and building construction.


    GENERAL INFORMATION

    The selection process will involve application review and/or interview. The department may administer skills assessment test.

    SAFETY IMPACT POSITION

    YES - If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

    Pay Grade: 18
