GENERAL DESCRIPTION :

Under the supervision of the Lost Pines Complex Superintendent and daily direction of the Bastrop State Park Manager, this position performs complex (journey-level) state park operations work. Responsible for planning, preparing, implementing, and monitoring the natural, cultural and recreational resource conservation activities for The Lost Pines State Park Complex including Bastrop and Buescher State Parks. Assists with management goals relating to natural, cultural, and outdoor recreational resources Manages and restores the natural and cultural resources significant to the park. Plans and carries out park specific resource management goals through various ecosystem management techniques which include surveys and monitoring, herbicide application, shredding, manual removal of trees and brush, planting and seeding, assisting with prescribed burns, and feral animal control. Monitors and mitigates sensitive cultural resources throughout the park. Responsible for oversite of park's trail systems. Responsible for preparing Project Review Requests for relevant projects. Conducts work related to accomplishing the objectives established in the Natural and Cultural Management Plan. Plans and implements interpretative programming and manages/assists with large school groups, park promotion, marketing, volunteer recruitment, preparation of assigned reports, trains staff and volunteers, maintains adjacent landowner relationships, and coordinates research permits. Performs routine park maintenance, issues permits, collects revenue, registers visitors and provides information to park guests and visitors as needed. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree.

Experience :

Two years of experience in natural/cultural resource management.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid state driver's license.

Must possess or be able to obtain, within two years of employment, the National Wildfire Coordinator Group's (NWCG) Fire Fighter Type II certification.

Must possess or be able to obtain within one year of employment, a Non-Commercial Political Pesticide/Herbicide Applicators license issued by the Texas Department of Agriculture.

NOTE : Retention of position contingent upon obtaining and maintaining required license and certification.

Physical Requirements :

Must be able to pass, within one year of employment, the FFTII moderate duty physical fitness standard (walk 2 miles with 25 lb. pack in 30 minutes or less).

ACCEPTABLE SUBSTITUTIONS :

Education :

TPWD employees hired prior to January 1, 1998, without a break in service may substitute one year of TPWD experience in park management, supervision or operations for thirty semester hours of the required education, with a maximum substitution of sixty semester hours.

PREFERRED QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree in Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Environmental Biology, Biology, Park Administration or Recreation and Parks.

Experience :

Experience working with the public.

Experience in Natural Resource management techniques such as prescribed fire, herbicide application, wildlife surveys, etc.

Experience in Park Interpretation and Education.

Licensure :

Current Pesticide Applicator license issued by the Texas Department of Agriculture.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of Park Administration and operations.

Knowledge of local ecological interactions, species, and relevant resource concerns.

Knowledge of resource management techniques and principles such as prescribed fire, herbicide application, mechanical removal of invasives, wildlife surveys, etc.

Knowledge of interpretative techniques and principles.

Knowledge of volunteer program oversight and management.

Knowledge of basic plumbing, carpentry, electrical, masonry, janitorial and mechanical maintenance and repair tasks.

Skill in using MS Word, Excel and Outlook.

Skill in effective verbal and written communication.

Skill in providing quality customer service in a courteous and professional manner.

Skill in plant and wildlife identification, survey methods, and resource management activities.

Skill in operating ATVs and UTVs.

Skill in using hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, herbicide application tools, and other mechanical equipment.

Skill in First Aid, CPR and emergency procedures.

Skill in conducting interpretive activities and professional audience presentations.

Skill in interpretive program research and development.

Skill in making independent, sound and timely decisions.

Skill in training others.

Ability to safely apply herbicide and keep detailed records for the Texas Department of Agriculture.

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.

Ability to conduct work activities in accordance with the agency employee safety program.

Ability to prepare and complete various daily, weekly, quarterly, annual and special reports.

Ability to work independently with little or no supervision.

WORKING CONDITIONS :

Required to work in a public park with overnight camping and day use.

Required to work 40 hours per week, including various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays.

Required to respond to emergencies and on-call situations.

Required to perform work outdoors, occasionally in adverse weather conditions.

Required to work in and around natural outdoor pests such as insects, animals, and poisonous plants.

Required to perform manual labor including lifting supplies and materials up to 50 lbs.

May be required to operate a state vehicle.

Required to travel 5% with possible overnight stays.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.

Non-smoking environment in State buildings and vehicles.
