CLASSIFICATION SUMMARY Under the general direction of the Information Technology (IT) Manager and Assistant IT Manager, the Digital Process Analyst plays a key role in advancing the City's technology modernization efforts by identifying inefficient business processes, optimizing workflows, implementing automation, and helping to identify and implement future digital automation solutions. This position works cross-functionally with departments to align operational needs with modern digital tools, focusing on improving service delivery, reducing manual workload, and increasing organizational agility through current application portfolio as well as M365 tools (i.e. SharePoint, Teams, Power Platform, etc.).
WORK SCHEDULE The initial work schedule for this classification will be full-time, Monday through Friday. Early mornings, evenings, and weekend work may be occasionally required. Overtime may be occasionally required. This classification is exempt under the FLSA.

Process Analysis and Optimization- Collaborates with departments to analyze existing business processes and identify opportunities for automation, optimization, and digital transformation
- Facilitates user requirements gathering, business process mapping (BPMN or similar), and design sessions to document current and future state processes
- Elicits, analyzes, and documents functional and technical requirements from stakeholders to guide the design of effective process and automation solutions
- Applies process improvement methodologies including Lean or Six Sigma principles to optimize workflows
- Drives optimization by leveraging process modeling, process analysis and design, process improvement methodologies, process measurement and analysis, process governance, and change management
Automation Development and Implementation- Leads the development and implementation of automated workflows using Microsoft Power Automate, Power Apps, and Teams-based processes
- Identifies tasks handled manually that can be replaced or assisted by AI copilots, Power Automate flows, or Power Virtual Agents
- Supports departments in leveraging automation scripts and other cloud-based solutions to replace or reduce low-level repetitive tasks
- Designs and implements document management strategies leveraging defined data classification standards, including metadata tagging, document libraries, and versioning for use in City applications and M365 tools
- Establishes intake, approval, and lifecycle policies for automation (who owns, who maintains, when to retire)
Technical Integration and Coordination- Translates business needs into technical solutions and facilitate clear communication between end users, vendors, and IT staff
- Coordinates with IT staff to ensure system changes align with technical standards, data governance, and security policies
- Understands system integration concepts and data flow between platforms to support the development of scalable and secure automated solutions
- Stays current on emerging technologies, especially within the Microsoft ecosystem, and assess their applicability to internal operations
Testing and Quality Assurance- Coordinates and supports User Acceptance Testing (UAT), including development of test cases, user instructions, and success criteria validation
- Conducts testing, validation, and quality assurance of automated workflows and system enhancements
- Participates in change management and stakeholder engagement strategies for process transitions
Documentation and Training- Creates and maintains process documentation, standard operating procedures (SOPs), and knowledge articles
- Provides training and support to end users adopting new tools and automated processes
- Leads cross-departmental meetings, workshops, and training sessions
- Develops comprehensive technical documentation for implemented solutions and maintain documentation as changes occur (upgrades, re-orgs, etc.)
Employment Standards Education: - Bachelor's degree in Information Technology, Business Administration, Computer Science, or related field
- OR equivalent combination of education and experience totaling at least 7 years.
Experience: Minimum of 3 years of hands-on experience in:- Business process analysis, systems analysis, application support, or related IT or business transformation role
- Workflow automation tools and enterprise platforms (preferably Microsoft 365)
- Working with business stakeholders to translate operational needs into technology-based solutions
- Cross-departmental collaboration and project coordination
Required:- Valid Washington State driver's license
- Successful completion of criminal background investigation
- CJIS security certification (must obtain and maintain)
- Ability to maintain mental and physical fitness required for essential job functions
PREFERRED QUALIFICATIONS - Public sector or local government experience
- Familiarity with AI tools, RPA (Robotic Process Automation), and intelligent document processing
- Experience managing or supporting software migrations or digital modernization initiatives
- Knowledge of information governance, data privacy, and compliance within a government or regulated environment

Paid Holidays12 per year (9 scheduled; 3 “floating”)
New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and three floating holidays selected by the employee. An employee will accrue one of the three floating holidays on each of the following days: February 1, February 12, and August 31. An employee will only accrue a floating holiday on these days if actually employed.
Paid Time Off (PTO) The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan All City employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. Medical, Dental & Vision Insurance The City currently pays the entire dental and vision insurance premiums for the employee and dependents. Employee current premium share is $200.00 per month for medical insurance to cover themselves and dependents.
Life Insurance 1.5 x annual salary (not to exceed $250K) provided by the City of Kennewick. Employee may purchase Voluntary Term Life Insurance for employee, spouse and/or dependents through New York Life (previously Cigna).
Long Term Disability The City pays the entire long-term disability premium for employees through New York Life (previously Cigna).
Wellness Program The Wellness Program has been established to encourage employee health and fitness, both at work and at home. A City Wellness Committee promotes and provides opportunities for healthy lifestyles. Employee fitness center is open to all employees and their spouses.
