The Position Under general direction of the Facilities/Fleet Manager, oversee the functions of the Fleet Services Department. Supervise and participate in the work of Vehicle/ Equipment Technicians in performing preventive maintenance, diagnosis and repair of light, medium and heavy vehicles, equipment, and shop equipment.

DISTINGUISHINGCHARACTERISTICSThis class is the supervisory level in the Fleet Services or Fleet and Equipment Maintenance series, responsible for overseeing the acquisition, maintenance, and overall supervision of department vehicles and related operations. The incumbent works with minimal supervision, exercising considerable independent judgment and initiative while supervising and coordinating single or multiple shifts of staff, or managing large-scale operational projects such as the Fleet Technical Specifications and Acquisitions program., Supervision is received from Facilities/Fleet Manager. This class is distinguished from the higher-level Fleet Manager class, which is responsible for broader planning, organization, and direction of entire fleet operations.
ESSENTIAL DUTIES AND RESPONSIBILITIESPlans, organizes, directs, reviews and participates in preventive maintenance and repair of the District’s vehicles, equipment, and fuel islands. Plans work schedules. Determines equipment and material needs. Establishes work procedures. Reviews and prioritizes work orders.
Prepares written reports when requested for the Facilities/ Fleet Manager reflecting scheduled work for each mechanic, backlog, staff members out on sick leave or vacation time, scheduled meetings or training, vehicles/equipment that are at outside vendors for repair and, special projects assigned to the Fleet Services Department.
Plans, organizes, supervises, and evaluates work of assigned staff. Advises and provides clarification regarding the application of policies, procedures, and standards to specific situations.
May be required to work varied schedules and respond to emergency calls.
Assists the Facilities/Fleet Manager on annual recommendations of replacement of vehicles and equipment and scheduling of vehicle rotations and assignments.
Participates in the selection, counseling, mentoring and training of staff; review and evaluate performance recommending promotions, disciplinary actions and merit increases
Participates in the preparation of an annual operational budget.
Provides progress reports of department activity.
Coordinates contracted repairs/maintenance of District vehicles and equipment.
Administers preventive maintenance program and record documentation of District vehicles and equipment and hazardous waste disposal.
Enters and manages work orders in the Fleet Services asset management system.
Coordinates the recycling of used tires, waste oil/filters and coolant according to local, state, and federal regulations.
Participates in regular departmental and supervisory meetings.
Complies with, State and Federal mandates and guidelines.
Conducts fleet services staff meetings.
Maintains and operates the terminal and records in accordance with all applicable regulations.
Conducts and documents annual opacity inspections in accordance with SB330, AB1488, and applicable CARB regulations.
Ensures that vehicles are inspected in accordance with existing regulations, under the Smog Check Program and that the Fleet Annual Transmittal is submitted to the BAR annually.
Complies with safety work-related practices and attend relevant safety training.
Performs other related duties as assigned.
Disaster Service Worker: In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
MINIMUM QUALIFICATIONSEducation and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education : High school graduation or equivalent.
Experience : Eight (8) years of experience at journeyman level on light, medium, and heavy commercial vehicles and/or construction/specialty equipment, including 2 years of lead or supervisory experience
Knowledge of:
- Current vehicle technology, on-board computerized systems, brake systems, maintenance programs, specialty and safety equipment, etc.
- Basic Windows based environment computer knowledge required.
Ability to:
- Read and interpret schematics and technical drawings.
- Communicate effectively both orally and in writing. Ability to communicate effectively with all levels of office/field employees, management and vendors.
- Represent District in a professional manner when dealing with outside contractors and agency officials.
- Advise and provide interpretation to others on how to apply policies, procedures and standards to specific situations.
- To add, subtract, multiply and divide, and calculate percentages, fractions and decimals. Ability to apply and interpret appropriate formulas and convert metric measurements and formulas.
- Use good personal judgment and discretion in performing all job functions.
License/Certifications RequiredValid Class “A” California Driver’s License required within one year of hire or appointment.
Valid Mobile Air Conditioning Refrigerant Recovery and Recycling Certificate issued under section 609 of the Clean Air Act by an EPA-approved program required.
Certification by the National Institute for Automotive Service Excellence as either a Certified Master Automotive Technician or a Certified MED/Heavy Truck Master Technician required .
ADDITIONAL INFORMATIONPHYSICAL DEMANDSAbility to lift 80 lbs. on a routine basis. Ability to exert moderate to heavy physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, twisting and pulling. Ability to work in confining spaces and work at a variety of angles and positions.

Retirement Employees hired on or after January 1, 2013:
The District, in compliance with the California Public Employees' Pension Reform Act of 2012 (PEPRA), implemented a third tier for new employees hired on or after January 1, 2013. New employees hired on or after January 1, 2013 who have not been in PERS membership or in membership with a reciprocal retirement system within 6 months of hire date will receive benefits under the California Public Employees Retirement System at a 2 percent at age 62 formula. This formula gradually increases to a maximum benefits of 2.5 percent at age 67. Final compensation calculations will be based on the highest three-year average of regular recurring pay. The District pays the employer's share of these costs. The employee share of the pension cost of 7.50% is paid in full by the employees hired under this formula.
Employees hired on or after September 29, 2012 or "Classic" PERS members hired on or after January 1, 2013:
On September 24, 2012, the IRWD Board of Directors approved the addition of a second tier to the CalPERS retirement benefits. New employees hired on or after September 29th through December 31, 2012, and employees hired on or after January 1, 2013 who have been in PERS membership or in membership with a reciprocal retirement system, will receive benefits under the California Public Employees Retirement System at 2 percent at age 60 formula. This formula gradually increases to a maximum benefit of 2.418% at age 63. The District pays the employer share of these costs and the employee share of the pension cost of 7% is paid in full by the employees hired under this formula. Final retirement compensation calculations are based on the highest three-year average of regular, recurring pay.
IRWDdoes not participate or pay into Social Security except for the Medicare portion.
Medical InsuranceIRWD contracts with CalPERS for medical insurance coverage. Employees may elect coverage from a variety of PPO and HMO plans. The employee and District contribution for health insurance varies by plan.Coverage is effective the first day of the month following the date of hire.
Dental InsuranceIRWD contracts with Delta Dental for dental coverage.IRWD pays 100% of the premium for dental coverage for eligible employees and their eligible dependents. Coverage is effective the first day of the month following the date of hire.
Vision InsuranceIRWD contracts with the EyeMed for vision coverage. IRWD pays 100% of the premium for vision coverage for eligible employees and their eligible dependents. Coverage is effective the first day of the month following the date of hire.
Life InsuranceElgible employees are provided with life insurance coverage equal to three or four times their annual salary, depending on their level of compensation. Eligible dependents are also covered for a flat benefit amount. Coverage is effective the first day of the month following the date of hire.
Deferred CompensationParticipation in adeferred compensation plan is available through Empower Retirement. Enrollment is voluntary and contributions are employee-paid and subject to IRS limits. The District matches employee contributions up to 3% of base pay after 1 year of employment.
Paid VacationEligible employees begin accruing vacation benefits at the rate of 80 hours per year for the first 5 years of employment. Employees accrue 120 hours per year after 5 years of employment and 160 hours per year after 10 years of employment.
Paid HolidaysThe District offers 11 scheduled paid holidaysplus one personal holiday per year.
Sick LeaveEligible employees accrue 96 hours of sick leave annually.
Flexible Spending AccountsEligible employees may elect to participate in the District's Flex Advantage program. This program allows employees to deposit pre-tax dollars into special accounts to be used for a variety of purposes, including paying for qualified miscellaneous health care expenses and dependent care expenses. IRWD contracts with a third party administer to process payments from employee accounts using claim forms or a Flex Spending debit card.
Educational AssistanceThe District will share in the pre-approved educational costs of tuition and books for employees who wish to attend college or take certification classes.
