    Job Details

    Under general supervision, the incumbent supports the planning, organization, direction, and management of the Public Works Department’s operations and services. Responsibilities include leading the Engineering and Capital Project Management Division, overseeing daily engineering activities for capital projects, managing contracts, and ensuring compliance with applicable regulations. The incumbent also undertakes special assignments as directed by the Public Works Director and performs related duties as required.

    Minimum Qualifications

    DEPUTY PUBLIC WORKS DIRECTOR I


    Licensing and Certifications:

    Possession of, or ability to obtain, an appropriate valid California Driver’s License.

    Education and Experience:

    Equivalent to a Bachelor’s degree from an accredited four-year college or university with major coursework in civil engineering, construction administration, or a closely related discipline.

    AND

    Two (2) years of full-time increasingly responsible experience in planning, development, construction, operations, and/or maintenance of public works facilities; and at least one (1) year in a management or supervisory position.

    Advanced education in civil engineering, public administration, or related disciplines is preferred.

    Additional directly related experience and/or education may be substituted.

    DEPUTY PUBLIC WORKS DIRECTOR II

    Licensing and Certifications:

    Possession of, or ability to obtain, an appropriate valid California Driver’s License.

    Possession of a valid registration as a Professional Civil Engineer from the State of California.

    Education and Experience:

    Equivalent to a Bachelor’s degree from an accredited four-year college or university with major coursework in civil engineering, construction administration, or a closely related discipline.

    Four (4) years of increasingly responsible engineering experience in planning, development, construction and maintenance of public works facilities, including at least two (2) years in a management or supervisory position.

    Advanced education in civil engineering, public administration, or related disciplines is preferred. Experience in the design and construction of roads, bridges, or airport projects is highly desirable.

    Additional directly related experience and/or education may be substituted.

    DEPUTY PUBLIC WORKS DIRECTOR I
    DEFINITION
    Under general supervision, the incumbent supports the planning, organization, direction, and management of the Public Works Department’s operations and services.     DISTINGUISHING CHARACTERISTICS
    This is a management classification that assists with the overall management and supervision of the Department of Public Works. The incumbent directly manages delegated functions or divisions within the department.

    This classification is distinguished from Deputy Public Works Director II in that incumbents are not licensed Civil Engineers. If incumbents become licensed Civil Engineers, they will be eligible for promotion to the Deputy Public Works Director II classification

    The incumbent in this management position serves at the pleasure of the appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.
    SUPERVISION RECEIVED AND EXERCISED
    Receives general supervision from the Director of Public Works or other management staff, depending on areas of work assignments. Exercises direct supervision of professional, technical, and administrative support staff.

    • Prepares requests for proposals and/or qualifications for engineering, construction management, and related public works professional services; prepares and negotiates contracts.
    • Evaluate proposals for contract engineering work.
    • Oversee professional engineering studies and consultant work, including preparation of plans and project specifications.
    • Coordinate field inspections of projects and facilities.
    • Ensures project compliance with engineering standards.
    • Monitors current legislation related to areas of responsibility and develops reports of impacts on areas of assigned responsibility.
    • Prepare new County ordinances or amendments to existing County ordinances.
    • Develop comprehensive reports and presents findings to the Board of Supervisors and the public.

    DEPUTY PUBLIC WORKS DIRECTOR II

    RETIREMENT - County employees are members of the California Public Employee Retirement system (CalPERS).CalPERS provides a defined benefit pension at retirement for County employees.The pension formulas and employee contribution amounts may vary by bargaining unit, date of hire, prior qualifying service, and classification.     HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.

    VACATION ACCRUAL may be adjusted for current city or county government employees.

    VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.

    SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.

    HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.

    SALARY - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range.

    SOCIAL SECURITY - County employees participate in Social Security.

    CALIFORNIA STATE DISABILITY INSURANCE - SDI is available to some County employees.

    DEFERRED COMPENSATION PLANS and CREDIT UNION MEMBERSHIPS are available to County employees.

    LOCATION AND SIZE

    Lake County is in Northern California, north of the San Francisco Bay Area.

    HISTORY

    Clear Lake is said to have been formed more than 2 million years ago. Mt. Konocti formed gradually through a number of volcanic episodes. Pomo Indians settled the area over 10,000 years before Spanish soldiers arrived in 1821. By the mid 1800s, the area was being settled by pioneers and Europeans. After being part of Mendocino, Colusa, and Napa counties, Lake County was formed on May 20, 1861. The county’s name derives from the many lakes in the area, most prominently Clear Lake.     Kelseyville Pear Festival
    Held every year on the last Saturday in September in the quaint town of Kelseyville, the event features pear activities and pear packing competitions, cooking demonstrations and pear tastings, quilt show, arts and crafts, fine art show and sale, children’s activities, mule-drawn wagon rides, food, antique tractor exhibit, live music, a parade, and the “Pear Pavilion.” Lake County is the largest supplier of premium fresh pears in California.
