    Job Summary:

    We are hiring for multiple levels within the Electric Distribution Project Engineer series. The Electric Distribution Project Engineers i nitiates, plans, designs and manages electric facility additions and improvements from the conceptual stage, through design, construction and close-out for large and complex capital improvement, residential, commercial, and industrial distribution system construction projects.

    The expected hiring and salary ranges for these positions, depending on experience and qualifications, are as follows:
    • Electric Distribution Project Engineer I (EDPE l): Hiring Range: $81,722 - $87,743 (Maximum: $100,360)
    • Electric Distributuion Project Engineer II (EDPE ll): Hiring Range: $91,528 - $98,272 (Maximum: $112,404)
    • Electric Distribution Project Engineer - Senior: Hiring Range: $105,032 - $112,771 (Maximum: $127,027)

    A one-time allotment of 40 hours of vacation will be granted up front, in addition to our regular vacation accruals.

    We are also open to considering candidates outside the listed hiring ranges if their skills, experience, or unique background strongly align with the role and the needs of our team.

    Electric Distribution Project Engineer I and II:

    Essential Functions:
    • EDPE I: Designs new and upgrades existing overhead and underground electric distribution systems including service upgrades, electric system additions, streetlighting additions, OH to UG conversions, feeder extensions, simple to medium complexity commercial and industrial projects.
      • EDPE II: EDPE I + main feeder and duct banks, designs for medium to complex residential subdivisions, streetlighting designs, commercial and industrial projects.
    • Performs close-out and accounting work on completed projects.
    • Provides construction management for projects and performs the construction inspections of contractors and City crews to ensure that materials and construction methods are in compliance with plans and specifications.
    • Informs customers, contractors, developers and engineering consultants of potential project needs, costs, and requirements based on departmental guidelines.
    • Provides preliminary project consultation with customers, contractors, developers and engineering consultants regarding potential project needs, costs and requirements based on departmental guidelines.
    • Releases subdivision and commercial footing and foundation permits and building permits.
    • Collaborates with State, County and Local agencies to evaluate the impact that their projects may have on the electric system.
    • Determines proper cable and wire sizes, transformer sizes and combinations for given loads on the distribution system.
    • Surveys and stakes, and calls in utility location requests for projects for City crews.
    • Obtains easements and rights-of-way as required.
    • EDPE l: Works with Distribution Project Engineer II, Senior Distribution Project Engineer, Distribution Project Engineer Supervisor on design and field staking for distribution projects.
      • EDPE II: Works with Senior Electric Project Engineer and Electric Distribution Engineering Supervisor and may advise and assist Electric Project Engineer I on design and field staking for distribution projects.
    • EDPE I: Designs street lighting installs and handles lighting requests.
      • EDPE II: EDPEI +Designs Street lighting systems for roadways and subdivisions.
    • EDPE I: Researches and resolves customer concerns.
      • EDPE II: EDPE I + Serves as a department representative for customers and may work with Xcel Energy and Poudre Valley REA on letters of intent to serve following a City Annexation or upon customer request.
    • Designs street lighting installs and handles lighting requests.
    • Researches and resolves customer concerns.
    • Responsible for the planning, scheduling, coordination, and construction management of distribution projects.
    • Prepares an estimate cost of construction and develops material lists for warehouse, contractors and crews.
    • Makes field decisions and manages problems encountered on the project site for contractors, City crews, developers and customers.
    • Supports the review of construction drawings for assigned projects and comments on conditions, requirements and or/technical corrections needed to approve the drawings as part of the Utility's internal design review process.
    • Supports the completion of review, analysis, comments, conditions and electric infrastructure pre-design coordination for new development according to the requirements of the electric utility for all DRT and Building Permit projects.

    Other Job Functions:
    • Interacts with power operations and accounting staff to complete job responsibilities.
    • Interacts with public citizens, customers and other City Departments.
    • Issues work tickets to City crews to open vaults, open transformers, set meters, energize projects and to acquire field information for design.
    • EDPE l: Handles new meter locations and simple to medium complexity residential and commercial upgrades, disconnects and reconnects.
      • EDPE II: EDPE I + simple to complex residential and commercial upgrades, disconnects and reconnects
    • Coordinates with Purchasing and Inventory Control personnel on needed material quantities for projects.
    • EDPE ll: May attend internal departmental Development Review meetings regarding various projects.
    • EDPE ll: Performs cost analysis and design for transfer of Xcel and PVREA territory within city limits.
    • Performs other duties as assigned.

    Electric Distribution Project Engineer Senior Level:

    Essential Functions:

    • Researches and resolves customer concerns. Serves as department representative regarding electrical service territorial issues and closely works with Xcel and Poudre Valley REA on initiating letters of intent to serve following a City annexation or upon customer request.
    • Responsible for the planning, scheduling, coordination, and construction management of distribution projects.
    • Prepares an estimated cost of construction and develops material lists for warehouse, contractors, and crews.
    • Makes field decisions and manages problems encountered on the project site for contractors, City crews, developers, and customers.
    • Reviews construction drawings for assigned projects and comments on conditions, requirements and or/technical corrections needed to approve the drawings as part of the Utility's internal design review process.
    • Completes the review, analysis, comments, conditions and electric infrastructure pre-design coordination for new development according to the requirements of the electric utility for all DRT and Building Permit projects.
    • Prepares bid and proposal documents for construction for capital projects, attends bid openings, manages contracts and bids to completion.
    • Administers contracts for and reviews the design of capital projects by consultants.
    • May lead and direct the work of other Electric Distribution Project Engineers.
    • Assists in the evaluation and selection of standard engineering practices, equipment and materials used by the department.
    • Provides input to potential group budget needs to supervisor.
    • Performs detailed engineering work in construction, maintenance, planning, estimating and applications for the entire electric system.

    Other Job Functions:

    Electric Distribution Project Engineer Senior Level:

    • Assists in the updating of the Requirements for Electric Service book.
    • Acts as liaison between other City departments, utilities, contractors, developers and customers.

    Job Level and Management Expectations:
    • This position has no supervisory or Management Responsibilities.

    Qualifications:

    Education:
    • Electric Distribution Project Engineer Level l and ll:
      • Required: 2 Year/Associate Degree in e ngineering, Computer Science, Construction Management or related field
    • Senior Electric Distribution Project Engineer:
      • Required: 4 Year/Bachelors Degree in engineering, Computer Science, Construction Management or related field

    Experience:
    • Electric Distribution Project Engineer Level l:
      • Required Electric Distribution Project Engineer Level l: 1 Year work experience in one or more of the following areas: design, drafting, construction, maintenance and/or installation of an electric distribution system, or other related work.
    • Electric Distribution Project Engineer Level ll:
      • Required: 3 Years w ork experience in one or more of the following areas: design, drafting, construction, maintenance and/or installation of an electric distribution system, or other related work. Must be in addition to any experience used to satisfy the education.
      • Some working knowledge of Designer, AutoCAD, GIS and Microsoft Office.
    • Electric Distribution Project Engineer Senior:
      • Required: 3 Years w ork experience in one or more of the following areas: design, drafting, construction, maintenance and/or installation of an electric distribution system, or other related work. Must be in addition to any experience used to satisfy the education.
      • Working knowledge of Designer, AutoCAD, GIS and Microsoft Office.

    Certifications:
    • Must possess a valid driver’s license.
    • Project Management Professional (PMP) certification is preferred.
    • May lead and direct the work of other Electric Distribution Project Engineer staff.

    Knowledge, Skills, and Abilities:
    • Ability to perform cost analysis.
    • Project Management and construction skills.
    • Ability to develop computerized spreadsheets.
    • Ability to calculate KVA loading and voltage drops.
    • Knowledge of basic accounting principles and budgetary processes.
    • Strong leadership skills including verbal and written communication skills, negotiation and conflict management skills.
    • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form.
    • Knowledge of overhead and underground electric distribution system construction methodology and practices and standards, streetlight design standards, and applicable electrical theory.
    • Knowledge of drafting methods and surveying techniques and procedures.
    • Must be able to apply appropriate national, city, county and state codes and standards and trade organization standards.
    • Knowledge of easements and right-of-way acquisition procedures.
    • Knowledge of permit application procedures.
    • Knowledge of cost estimation methods and reference sources.
    • Ability to prepare construction drawings, material specifications, schematics, site plans and design specifications.
    • Ability to read, analyze, and interpret common scientific and technical data, plat maps, financial reports, and legal descriptions and documents.

    Additional Knowledge, Skills and Abilities for Senior Level:
    • Extensive knowledge of National Electric Code and National Electric Safety Code; city, county and state codes and standards; and trade organization standards.
    • Must have working knowledge of AutoCAD, GIS and Microsoft Office.
    • Ability to prepare bid specifications.
    • Ability to manage performance and coach team members to their full potential.

    Physical Demands and Working Conditions:
    • Frequent: Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
    • Occasional: Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs) and use of medium weight tools.

    Working Environment:
    • Frequent: Exposure to routine office noise and equipment.
    • Occasional: Exposure to hazards that are predictable or well protected against.
    • Occasional: Exposure to marginal to moderate conditions that are unpredictable and may lead to injury.
    • Frequent: Exposure to heat and noise along with working outside in the elements.

    Additional Working Demands / Conditions:

    Work is generally performed outside in all types of temperatures and weather conditions while being exposed to excessive noise from machines. May involve pushing, pulling, bending, stooping and kneeling on a frequent basis, and working in confined spaces such as trenches. Moderate physical activity required by moving and positioning objects up to 50 pounds occasionally and/or up to 20 pounds frequently. Moderate physical activity required by walking, climbing and hiking on uneven and slippery surfaces in all types of weather conditions. Subject to call back work, and must be capable of responding in an emergency situation upon short notice. May be required to carry a pager or cellular telephone at designated times. Work may involve long hours and overtime during holidays, emergencies, weekends. etc.
