    Position Description

    The City of Fresno is currently recruiting a Wastewater Operations Supervisor. The current vacancy exists in the Department of Public Utilities at the Wastewater Management Division.

    Under direction, the incumbent plans, coordinates, assigns, participates in, and supervises the day-to-day operational activities, services and staff for assigned areas at the regional wastewater treatment facility. Examples of duties may include:

    - Selects, trains and evaluates the performance of assigned staff and makes hiring and disciplinary recommendations.

    - Ensures adherence to policies, procedures, rules, regulations, work methods and safety practices; ensures compliance with local, state and federal statutes, rules and regulations.

    - Reads and interprets a variety of utility plans, blueprints, engineered drawings and written specifications.

    - Responds to questions and complaints from the public and /or other agencies regarding wastewater system issues; evaluates situations, develop solutions, explains findings and notifies appropriate officials and City staff; coordinates activities with other departments and outside agencies as needed.

    - Participates in goal setting, budgeting, strategic planning and organizational development, including preparing cost estimates for budget recommendations and monitoring project expenditures.

    - Routinely records and reports work activities and makes recommendations for staffing modifications and improvements to the wastewater systems.

    - Supervises and participates in the maintenance of appropriate inventory levels, requisitioning supplies, equipment, and materials to ensure availability in support of efficient division operations.

    - Identifies system deficiencies and performance; assesses effective remedial methods for a variety of operational problems; compiles and collects data to select, define and analyze improvement strategies.

    The eligible list established from this recruitment may be utilized to fill future vacancies for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

    Pay,Benefits, & Work Schedule

    UNIT 13 Classification - City of Fresno Professional Employees Association (CFPEA)

    RETIREMENT: Fresno City Retirement System, one of the best funded public systems in the state. Reciprocity with other public California systems. The City does not participate in Social Security. Vested in Retirement benefits after 5 years of service.

    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents. One family option available that requires no additional premium payments from the employee.

    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care costs.

    DEFERRED COMPENSATION: Increase your retirement savings with our 457 plan.

    MANAGEMENT LEAVE: 60 hours per fiscal year.

    ANNUAL LEAVE: Twenty (20) days per year of Annual Leave with cash out provisions.

    HOLIDAYS: Ten (10) City-observed annual holidays plus (2) personal days.

    LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City.

    LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.

    The Requirements

    These are entrance requirements to the competitive examination and do not assure a place on the eligible list. Applicants must meet the minimum qualifications on or before the posted filing deadline to qualify.

    TO QUALIFY, an applicant must have:

    EDUCATION: Graduation from an accredited college or university with a Bachelors' degree in a directly related field;

    AND EXPERIENCE: one (1) year of full-time lead work experience in water quality, monitoring, collection, distribution or maintenance of a wastewater system/facility.

    SUBSTITUTION: Additional years of qualifying experience may be substituted for the required education on a year-for-year basis.

    Additional Requirements

    Must possess and maintain for the entire term of employment in this class, a valid Class C California Driver's License at time of appointment. Possession of a valid Commercial Class B California Driver's License may be required depending upon assignment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

    Based upon assignment, may require one or more licenses or certifications related to the specific technical discipline as mandated by a national, state or locally recognized agency.

    FOR ASSIGNMENT TO WASTEWATER SYSTEM TREATMENT OPERATIONS:

    - Possession and maintenance of a Wastewater Treatment Plant Operator Grade IV certificate issued by the State Water Resources Control Board at time of application.

    - Possession and maintenance of a Wastewater Treatment Plant Operator Grade V issued by the State Water Resources Control Board within 24 months of appointment.

    - DESIREABLE/PREFERRED: Possession and maintenance of a Water Treatment or Water Distribution Operator T1 or D1 or higher certificate issued by the State Water Resources Control Board at time of application.

    Failure to obtain and continue to maintain the valid certification within the specified time period shall be cause for termination from this class.

    Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

    Selection Process

    The examination process may consist of the following:

    APPLICATION REVIEW - Qualifying Only: Application materials submitted online will be reviewed and a limited number of the most qualified candidates will be invited to appear before the Panel Interview Board. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable training, experience and education. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

    ORAL EXAM / PANEL INTERVIEW - 100%: A panel of subject matter experts will conduct a job-related Oral Exam interview to evaluate each candidate's training, experience and personal traits for the position. This examination may consist of separate panels to evaluate for attributes necessary for specific assignments. Dependent upon area(s) of interest and qualification, candidates may participate in several panels.

    The Oral Exam schedule is tentatively scheduled for the week of September 8th, 2025.

    Candidates must achieve a passing score to qualify for the eligible list.

    Veteran Preference Regulations

    Qualified veterans who pass the examination may obtain five (5) additional points.
    Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
