    ABOUT THE POSITION

    The Marin County Department of Health and Human Services (HHS) is seeking one (1) full-time fixed term Equity Department Analyst II. This is a fixed term position and it sitswithin HHS’ Planning and Administration Division’s Strategy Team.

    This position leads and supports the implementation of racial equity strategies across the department’s programs, systems, and decision-making processes.

    The Equity Department Analyst II plays a key role in advancing racial equity through internal organizational development, policy analysis, data-driven evaluation, and community engagement. This includes applying an equity lens to assess and improve programs, co-designing and managing equity-centered projects, and developing tools and processes that foster equity in both internal operations and external services.

    Key Duties and Responsibilities
    • Apply a racial equity and anti-racist lens to analyze departmental programs, services, and policies; identify barriers, recommend improvements, and support implementation of systemic changes.
    • Design, maintain, and interpret disaggregated data sets, equity dashboards, and performance metrics to monitor progress and inform strategy.
    • Lead or coordinate equity-centered projects, including community engagement activities, internal workgroup facilitation, and the development of evaluation tools and tracking systems.
    • Co-develop and facilitate trainings, learning sessions, and internal communications that build staff capacity and advance racial equity goals.
    • Build and sustain strong partnerships with community-based organizations, internal teams, and cross-agency stakeholders to support shared equity efforts.
    • Provide operational and administrative support for equity initiatives, including managing contracts, tracking deliverables, and preparing reports for grants or leadership.
    • Contribute to funding and policy efforts by supporting grant writing, resource development, and legislative or programmatic equity reviews

    This is a 12 month fixed-term position. This position is budgeted through August 22nd, 2026. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

    Hybrid Schedule:
    The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

They use disaggregated data and community input to identify disparities, inform decisions, and drive improvements. They are comfortable using tools such as Equity Impact Statements, Results-Based Accountability, and equity dashboards. Skilled at navigating complex systems and competing priorities, they bring a grounded understanding of health and human services and local government, while consistently centering community voice in their work.

    They effectively coordinate with diverse internal and external stakeholders, building alignment across teams, leadership, and marginalized communities through inclusive engagement and co-design strategies. The ideal candidate improves internal systems, tools, and communications to enhance access, language equity, and usability. They demonstrate cultural humility, strong facilitation skills, and the ability to foster organizational culture change by promoting continuous learning, navigating systems, and encouraging shared accountability. They communicate clearly and accessibly across all levels, helping shape messages that reflect equity values and build a sense of belonging.

    Qualifications
    Knowledge of:
    • Principles and practices of business and public administration.
    • Principles and practices of work planning, data collection and analysis, project management and research methodology.
    • Applicable laws, rules, and regulations.

    Ability to:
    • Plan, organize, and conduct research and analytical studies.
    • Interpret, apply and explain laws, regulations and policies governing program operations.
    • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
    • Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
    • Effectively represent assigned programs, the department and County in meetings and presentations.

    Minimum Qualifications
    Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work* AND two years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research analysis; strategic planning; or closely related work.

    *Professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program planning or research work may be substituted for the required education on a year-for-year basis.
