    This is a first-level Medicaid eligibility specialist position in support of youth in the care of the Missouri Division of Youth Services located in Jefferson City. This position is in-office without the possibility of remote work. The following tasks are the responsibility of the Management Analysis Specialist I:

    • Determines initial and continuing Medicaid eligibility of DYS youth according to federal and state standards within a timely manner.
    • Gather, verify, evaluate, and enter necessary information for Medicaid eligibility within established timeframes.
    • Maintain complete and accurate computerized and/or paper records of youth Medicaid eligibility and prepare reports as required.
    • Review and take necessary action on daily, weekly and monthly reports.
    • Create and disseminate weekly reports to the managed care vendor.
    • Explains and interprets agency policy, procedures, and rules governing eligibility for DYS youth.
    • Participates as a DYS representative in workgroups with other divisions, agencies or constituents.
    • Assists with the tri-annual time study by attending training, preparing documents, answering questions from other staff and compiling results in Excel.
    • Review financial and program records to evaluate the accuracy of the information reported, adhere to policies and procedures, and comply with federal and/or state laws, and regulations.
    • Provides technical advice and assistance and exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
    • Work in a variety of software products to assist in data manipulation and creation of reports, including but not limited to: the DYS case management system and Microsoft Office applications.
    • Develop, prepare and utilize spreadsheets, monitoring tools and reports as needed.
    • Work in a fast-paced office environment and communicate with external and internal partners on a daily basis.
    • Maintain confidentiality of information obtained through the course of employment.
    • Perform back-up duties for coworkers as needed.
    • Perform system testing as needed.
    • Perform other related work as assigned.


    Knowledge, skills & abilities

    In addition to those identified in the previous level: Knowledge of basic research methods and analysis, computer information systems, and statistical software. Ability to problem solve. Ability to perform basic queries and analysis of data. Extremely high attention to detail. Proficient with Microsoft Excel. Ability to translate business needs into technical requirements. Ability to multi-task and manage priorities. Self-starter who takes ownership of responsibilities and has the ability to work with minimal supervision.

    Bachelor’s degree or 2-4 years of relevant data entry experience and/or appropriate certification.

    Preferred Qualifications: Current or previous Department of Social Services employee with Medicaid eligibility experience and/or a working knowledge of the eligibility production system.
