    The City of Elk Grove is currently accepting applications for

    MAINTENANCE SPECIALIST (LANDSCAPE)

    The City of Elk Grove Public Works Department is seeking two (2) candidates with experience in irrigation system operation and management within public landscape areas. The ideal candidate will have in depth knowledge of irrigation system operation, troubleshooting, programing, and the ability to make sound decisions. This position will work in various landscape areas including streetscape, trails, and various other community spaces. Position requires significant public interaction, excellent customer service skills, and the ability to work independently and exercise good judgment and initiative.

    Representative Duties

    DEFINITION

    Under direction , modifies, maintains, installs, and repairs public works infrastructure including streets, sidewalks, landscape s and irrigation , t raffic devices , streetlighting, and storm water and drain age systems; performs a variety of manual labor and specialized maintenance work in support of the Public Works Department; operates and maintains hand and power tools and light to heavy duty vehicles and equipment; performs related duties as assigned. Duties may vary depending on the assigned department and division as described in the job functions section.

    SUPERVISION RECEIVED AND EXERCISED

    Receives direction from assigned supervisory or management personnel. May exercise technical and functional direction over and provide training to lower-level staff and contractors.

    CLASS CHARACTERISTICS

    This is the advanced journey level classification in the Maintenance Technician series responsible for performing specialized maintenance work in an assigned area . Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment, and provide lead direction to a work unit of lower-level staff . Positions in the classification rely on experience and judgment to perform assigned duties . Assignments are given with general guidelines and incumbents are responsible for establishing objectives , timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements . This class is distinguished from a supervisory class in that the latter has responsibilities for the supervision and evaluation of assigned staff.

    Representative Duties

    EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

    Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

    • Performs skilled technical duties related to area of assignment including streets, sidewalks, landscapes and irrigation, traffic devices, or storm water and drainage systems .
    • Coordinates projects related to the install ation, maintenance, and repair work within area of assigned duties including planning and scheduling the work and equipment; assists in preparing detailed cost estimates; may provide lead direction to staff in technical areas of assignment.
    • Monitors contractors working within the area of assignment to ensure the work is appropriately performed.


    • Performs inventory control of maintenance equipment , parts, and materials ; maintains adequate inventory and purchases supplies as needed.
    • Observes safe work methods and makes appropriate use of related safety equipment as required .
    • Inspects assigned City infrastructure for safety issues, structural integrity, and possible future work projects and programs, and appropriately marks areas that need to be repaired.
    • Maintains shop and garage areas , storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
    • Maintains accurate logs and records of work performed and materials and equipment used.
    • Current equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
    • Performs related duties as assigned.


    When assigned to landscape maintenance section :

    • Installs, maintains , and repairs central irrigation control systems; programs systems to connect to remote sites; maintains and adjusts irrigation schedules to meet required usage allotments in compliance with federal, state, and local mandates for water usage savings; installs system updates.
    • Performs daily inspection of the City’s irrigation systems; identifies safety or repair issues; troubleshoots electrical problems related to systems and equipment ; performs repairs to system components; assigns minor maintenance repairs to contractors as needed .
    • Evaluates irrigation needs based on a variety of factors including weather conditions, event schedules, and equipment performance ; makes recommendations for system improvements .
    • Coordinates the i nstall ation and testing of backflow devices; ensures devices are certified and in compliance with regulatory requirements.


    When assigned to traffic device section:

    • Fabricates, paints, and installs traffic control signs, legends, symbols, and devices in accordance with traffic and vehicle control codes and ordinances.
    • Determines letter and sign size to be used and sets up and operates vacuum applicator to affix facing and lettering to sign blanks.
    • Prepares stencils; spaces and aligns stencils and paints road surface control legends; applies reflective, rumble and other raised pavement surface markings.
    • Performs and assists in the installation of traffic warning, speed control, and other signs; paints traffic guards, barricades and raised traffic bars on pavement.
    • Fabricates, maintains , and stocks signs and materials; fabricates or refurbishes signs as necessary.


    • Measures and lays out, in the field, traffic channelization intersection markings and pavement legends; places painting and safety equipment at job site.


    When assigned to stormwater section:

    • In spects, maintain s , operates, and manages pump stations telemetry , electrical , and mechanical equipment.
    • Inspects stormwater infrastructure such as storm drains, catch basins, culverts, and detention/retention ponds to ensure they are functioning correctly.
    • Conducts inspections of stormwater facilities to identify potential issues or needed repairs; and oversees and performs repairs as necessary.
    • Performs and assists in larger repair projects or upgrades, which may involve excavation, installation of new drainage pipes, and construction of new stormwater management facilities.
    • Ensures that all stormwater management activities comply with local, state, and federal regulations.
    • Participates in the preparation and maintenance of records and reports related to stormwater management activities, inspections, and maintenance.
    • Responds to stormwater-related emergencies, such as flooding or blockages, to mitigate immediate risks and damage; implements emergency response procedures to handle stormwater overflow and prevent environmental contamination.
    • Collects data on stormwater system performance, including flow rates, pollutant levels, and infrastructure condition.
    • Analyzes data to identify trends, potential problems, and opportunities for improvement in stormwater management practices .


    Qualifications

    QUALIFICATIONS

    Knowledge of:

    • Principles, practices, tools, techniques, and materials related to area of assignment.
    • Traffic control procedures.


    • Operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment.
    • Operational characteristics of construction maintenance and repair equipment.
    • Applicable Federal, State and local laws, ordinances, regulations, and guidelines relevant to assigned duties.
    • Principles and procedures of record keeping.
    • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
    • Occupational hazards and safety standards related to conducting maintenance and repair work, including driving rules and practices and the handling of hazardous chemicals.
    • City and mandated safety rules, regulations, and protocols.
    • Techniques for providing a high level of customer service by effectively dealing with the public, contractors, and City staff.
    • Diversity, equity, inclusion, and belonging concepts and principles, including their significance in organizational dynamics and the functioning of the City and their impact on fostering innovation and collaboration.
    • The structure and content of the English language at a level necessary to successfully perform the duties assigned.


    Ability to:

    • Operate motorized equipment, and other specialized public works equipment and tools skillfully and safely, including preventative maintenance, cleaning, minor repairs, and adjustments to equipment.
    • Set up and operate traffic area construction zones, including cones, barricades, and flagging.


    • Perform a variety of specialized technical tasks related to area of assignment.
    • Inspect materials related to area of assignment and make and/or schedule necessary repairs.
    • Read and understand construction drawings as they relate to assignment area.
    • Estimate needed materials and labor and secure sufficient quantities; prepare and develop cost estimates.
    • Maintain accurate logs and records of work performed.


    • Communicate clearly and concisely in the English language at a level necessary for successful job performance.


    • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
    • Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies.
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
    • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.


    Education and Experience:

    Completion of twelfth (12 th ) grade supplemented by specialized training in a related field and two (2) years increasingly responsible experience performing inspection, maintenance, or repair duties in area of assignment.

    Licenses and Certifications:

    • Possession of, or ability to obtain by the time of appointment an appropriate, valid California driver’s license.
    • International Municipal Signal Association (IMSA) Work Zone Temporary Traffic Control certificate.
    • Depending on area of assignment, some positions may require the possession of the following certifications and/or licenses:


    • Class A driver’s license.
    • IMSA Signs and Markings Level I certificate.
    • IMSA Traffic Safety Specialist and Traffic Safety Through Work Zones certificates


    Physical Demands and Work Environment

    PHYSICAL DEMANDS

    Must possess mobility to work in the field; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; strength, stamina, and mobility to perform medium to heavy physical work, to work in confining spaces and around machines; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard and to operate above-mentioned tools and equipment . Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds, or heavier weights with the use of proper equipment and assistance from other staff . The work requires wear and use of proper Personal Protective Equipment (PPE).     ENVIRONMENTAL CONDITIONS

    Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes .     Deferred Compensation

    Employee may participate in a 457 deferred compensation plan up to maximum allowed by law.

    Deferred Compensation - City Match

    The City will match up to 4% of employee's salary to a deferred compensation plan. There is a 1 year vesting period.

    Flexible Spending Account

    Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.
    • Medical spending up to $3,300.00 annually.
    • Dependent care up to $5,000 annually.
    • Adoption Assistance FSA up to $16,810 annually.


    Health (Medical) Insurance
    The City participates in the CalPERS Health Plan (PEMHCA) and offers a "cafeteria plan," which includes a monthly City contribution that an employee may apply toward premiums for medical insurance.

    The City's Contribution rates for the 2025 plan year are as follows:

    Single: up to $1,001.61 per month
    2-Party: up to $2,003.22 per month
    Family: up to $2,604.19 per month

    Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.

    Dental Insurance
    100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

    Vision Insurance
    100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

    Pet Insurance
    City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife.

    Supplemental Health Insurance
    The City provides supplemental health insurance up to $15,000 per year for eligible participants.

    Retirement Health savings Account

    City provided defined contribution program for IRS-eligible medical expenses upon retirement.

    Holidays

    Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.

    Life Insurance

    City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.

    Military Leave

    The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.

    Retirement -PERS
    Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
    • 2.7% at 55 if hired before 8/12/12.
    • 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
    • 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.

    Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.

    Short Term/Long Term Disability
    • The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
    • The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
    City employees DO NOT contribute to the California State Disability Insurance (SDI) program.

    Social Security

    City offers an IRS qualifying retirement plan, therefore, employees do not currently participate in the Social Security program.

    Tuition Reimbursement

    80% up to $2,000/year for City related Certification programss.
    80% up to 3,500/year for Associates, Bachelors or Masters Degree
