    A New Opportunity and what you’ll do...

    The City of Ventura is now accepting applications for the position of Environmental Compliance Specialist (Promotional Only).

    There are two positions currently available, and we are looking for motivated and experienced candidates to fill these roles. This is a fantastic opportunity to lead critical environmental programs and have a direct impact on the health of our community's water systems.

    In this role, you will be on the front lines, administering and enforcing environmental permits and regulations. You'll lead our wastewater pretreatment and backflow/cross-connection control programs, conduct inspections, and respond to emergencies.     What You'll Do
    • Administer Environmental Programs: Take the lead on our wastewater pretreatment program, ensuring industrial and commercial users comply with federal, state, and local regulations. You will also develop and implement the backflow and cross-connection control program.
    • Conduct Inspections & Investigations: Get out in the field to inspect new and existing businesses, investigate complaints, and enforce regulations. You'll be responsible for issuing notices of violation and "stop work" orders when necessary.
    • Analyze Data & Report Findings: Collect samples, conduct lab tests, and interpret biological and chemical data to ensure compliance. You will also prepare detailed technical reports and maintain accurate records of your investigations and inspections.
    • Collaborate & Educate: Work with other city departments, business owners, and the public to provide information, solve discharge problems, and promote pollution prevention and best management practices.
    • Respond to Emergencies: Be available to respond to required emergency inspections, including backflow incidents.


    Who We're Looking For

    The ideal candidate will possess a deep understanding of environmental compliance and a strong ability to problem-solve. We are looking for someone with:
    • Extensive knowledge of applicable Federal and California State laws and regulations, as well as our local policies and procedures.
    • Experience with wastewater pretreatment, industrial discharge, and wastewater collection systems.
    • A strong grasp of standard sampling and testing methods, including laboratory equipment and safety practices.
    • Excellent communication skills and a proven ability to work effectively with a variety of stakeholders.


    Experience and Qualifications for Success!

    A combination of education, experience, and training equivalent to two years of college with major course work in chemistry, biology, environmental science, biochemistry, environmental studies, environmental management or subjects related to the environment, and three years of progressively responsible full-time experience implementing environmental programs for wastewater pretreatment, recycled water, backflow prevention and cross connection compliance and inspecting a variety of pretreatment systems, facilities and processes of industrial, commercial, residential and institutional establishments for compliance with Federal, State and local environmental regulations.

    Highly Desirable
    • Experience with wastewater collection systems
    • Knowledge of FOG (Fats, Oils, and Grease) monitoring programs
    • Ability to apply City local limit programs


    License: Possession of a valid California Class C driver license is required.

    Certificates:

    • CWEA Environmental Compliance Inspector Grade II certification required within two years of appointment.

    • Backflow Prevention Assembly Tester (BPAT) Certification within 12 months of appointment from CA/NV-American Water Works Association.

    • Cross-Connection Control Specialist Certification within 12 months of appointment from a certified organization, accredited by the American National Standards Institute (ANSI) and recognized by the State Water Board.

    Incumbent may be required to work irregular work hours, including evenings and weekends

    • Week of September 29, 2025 - Oral Panel Interviews are tentatively scheduled for this date. Qualifying candidates will be notified by email or phone if they are invited to the panel interview process.
    • Department Selection Interviews will be scheduled promptly after the oral panel interviews have been completed. Qualifying candidates will be notified by email if they are invited to the panel interview process .
    • September 2025 - Candidates will be notified of the outcome of the interview by this date.
