Why you’ll love this position:The Research and Data Analyst (RDA) is a professional position that works in a Missouri industry regulating licensed and certified cannabis licensees. This industry is new to the State of Missouri and remains in the building and implementation phase. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division with developing and improving the Section’s regulatory systems to ensure Missourians have safe access to cannabis. The RDA will assist the Section for Compliance and Enforcement (SCE) and the Division of Cannabis Regulation (DCR) as a whole with testing and maintaining regulatory systems required by Article XIV for the cannabis industry and system processes and procedures to assist SCE staff in utilizing these systems for industry compliance and consistency in rule application and enforcement. The RDA will work on system solutions or clarification, in addition to proposing solutions to leadership. These functions assist SCE in standardization and efficiency in regulating the marijuana industry.
- Develop expertise in the provisions set forth in Article XIV and 19 CSR 100-1 specific to activities under SCE authority.
- Troubleshoot system issues.
- Propose new system changes in response to system issues.
- Run specialized and standard queries to pull and organize data for detailed reports using tables and charts.
- Suggest programming changes to the Section’s various software systems as well as other access databases developed to track compliance, enforcement and licensing activities.
- Develop, maintain and troubleshoot various internal databases or other systems to track compliance, enforcement and licensing activities.
- Assist in training all SCE staff on the program’s systems for compliance with Article XIV and 19 CSR 100-1.
- Assist to maintain the data needs of SCE, including any new or revised data systems deemed necessary for the Section to carry out the provisions of Article XIV and 19 CSR 100-1.
- Review data and trend deviations and alert management to concerns found in the data analysis; receives general administrative direction; work is reviewed for validity and quality.
- Suggest SMART goals for activities to measure progress.
- Recommend new system policies and procedures to team management.
- Review and test rule revisions and rule suggestions for feasibility within the Section’s systems.
- Complete related or similar duties and special projects as required or assigned.
Minimum Qualifications: - A Bachelor’s degree from an accredited college or university (substitutions may be allowed).
- Two (2) to four (4) years of relevant experience, preferably in a business related field and a system management/development setting.
- Ability to work in a fast paced environment with many competing priorities.
- Ability to take adminstrative guidance and direction and complete projects and tasks with minimal oversight.
- Ability to identify system issues and recommend solutions and strategies.
- Ability to mine data systems and use the data to prepare data sets to be used in analysis for budgets, policy decisions, process development, investigation and enforcement decisions.
- Ability to organize and manage time efficiently.
- Ability to clearly and effectively communicate verbally and in writing.
- Ability to adapt to constant program development, change and improvement.
- Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
