    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of the Leased Concessions Manager, this position is responsible for performing complex consultative performing consultative services, contract development, technical writing and administrative work for the Business Management section in the State Parks Division. This position includes technical and administrative work for leased and non-profit partnership service providers and for privately-provided commercial ventures in State Parks. Work involves concessions recruitment and selection processes which require determination of necessary and appropriate products/services, solicitation of concession providers, stimulating public interest, and developing selection criteria. Reviews specifications that have been prepared for requests for bids. Coordinates and facilitates related meetings such as pre-submission meetings and perspective concessionaire interviews including panel selection and post-interview selection. Research's and develops leased concession contracts, as well as revenue contracts for commercial uses, special events and programs, variably priced rates and charges for non-standard uses of parks. Monitors legal and regulatory requirements pertaining to State Parks. Monitors contract performance by examining concessionaire reports for compliance with terms of contract and policies, and recommends termination of contracts when appropriate. Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures. Resolves audit exceptions by defining causes of errors and recommending appropriate dispositions. Develops and recommends contract administration policies and procedures for maintaining departmental files, ensures all records are updated and modified as necessary, identifies training needs and conducts training for division employees and concessionaires. Significant travel is required. Performs additional duties as assigned. Complies with all Agency, Division and branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Contract Specialist II:

    Graduation from High School or GED.

    Contract Specialist III:

    Sixty semester hours from an accredited college or university.

    Experience:

    Contract Specialist II:

    Two years of experience in contract administration or development;

    One year of purchasing experience.

    Contract Specialist III:

    Three years of experience in contract administration or development;

    One year of purchasing experience.

    Licensure:

    Applicant must possess or be able to obtain, within 30 days of employment, a Texas class "C" valid driver's license;

    Must possess or be able to obtain, within one year of employment, a Certified Texas Contract Manager (CTCM) issued by the Texas Comptroller Office of Public Accountants.

    NOTE: Retention of position contingent upon obtaining and maintaining required license and certifications.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    Contract Specialist III:

    One additional year of the required experience in contract administration or development may substitute for thirty semester hours of the required education, with a maximum substitution of sixty semester hours.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree in Parks, Recreation or Tourism, Business, Public Administration or closely related field.

    Experience:

    One year experience in State of Texas Purchasing;

    Four years experience in park administration or contract development or administration;

    Experience in the oversight or administration of revenue generating enterprises in a park, museum or closely related environment;

    Experience in leased concession operations which offer products and services in a park or closely related environment.

    Licensure:

    Certified Texas Contract Developer (CTCM) and Certified Texas Contract Manager (CTCM) Certified Concession Manager (CCM) and Executive Concession Manager (ECM) issued by the National Association of Concessionaires (NAC);

    Current Para-legal certification.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Contract Specialist II:

    Knowledge of general business management practices;

    Knowledge of Request for Proposal, Request for Quote, and/or Request for Information development;

    Knowledge of applicable laws, regulations, policies and procedures regarding legal contracts;

    Contract Specialist III, knowledge of Contract Specialist II, PLUS:

    Knowledge of park operations, including contracts;

    Contract Specialist II:

    Skill in effective verbal and written communication;

    Skill in writing, reviewing and editing complex documents;

    Skill in using MS Word, Excel, Access and Outlook;

    Contract Specialist III, skills of Contract Specialist II, PLUS:

    Skill in contract development;

    Skill in evaluation and assessment of business concepts, plans, and proposals;

    Contract Specialist II:

    Ability to effectively communicate with the general public and government officials;

    Ability to research, comprehend and resolve issues related to contracting, implementation and operations of state park concessions;

    Ability to analyze financial reports and recommends solutions to problems;

    Ability to provide training;

    Contract Specialist III, abilities of Contract Specialist II, PLUS:

    Ability to develop and provide solutions to business operational problems;

    Ability to exercise judgment and discretion in interpreting and applying policies and procedures for business operations.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to work overtime as necessary;

    Required to operate a State vehicle;

    Required to travel 15% with possible overnight stays;

    Non-smoking environment in State buildings and vehicles.
