    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the general supervision of the Director of Interpretation, the Texas State Park Outdoor Education and Outreach Manager is responsible for highly complex (senior-level) administrative and supervisory program work including establishing program goals and objectives, developing guidelines, procedures and policies, developing schedules, priorities and standards for achieving program goals and evaluating program activities. Core functions of position include supervising programs and initiatives which engage youth and families in Texas State Parks. Responsible for the supervision and coordination of staff who operate the Texas Outdoor Family Programs, the Texas Buffalo Soldiers and the Division's Community Engagement Programs. Advises and supports program delivery and volunteer trainings. This position is a key leadership role to envision, build support for, and facilitate critical efforts to engage new audiences to Texas State Parks. Responsible for developing, implementing, and monitoring all aspects of program budget management. Develops and implements outdoor education, outreach trainings, and certification programs for State Park staff, volunteers, and partners. Prepares and reviews reports on the effectiveness of program activities. Provides guidance to employees in handling difficult or complex programs in assigned program area. Coordinates and supports cross-divisional outdoor education and outreach efforts which occur at State Parks. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience:

    Three years experience conducting education, outreach, or community engagement programs;

    One year supervisory or managerial experience.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess or be able to obtain and hold within 30 days of employment, a Texas class "C" driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of the required experience conducting education, outreach, or community engagement programs may substitute for 30 hours of the required education, with a maximum substitution of 60 semester hours.

    Experience:

    Graduation from an accredited college or university with a Master's degree may substitute for one year of the required experience conducting education, outreach, or community engagement programs.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree in Organizational Leadership, Business Administration, Communication, Environmental Education, Parks and Recreation, Interpretation or closely related field.

    Experience:

    One year experience supervising staff conducting education, living history, or outreach activities;

    One year experience coordinating volunteers and leading volunteer trainings.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of common barriers to outdoor recreation participation;

    Knowledge of outdoor camping ethics and sustainable recreation in public spaces;

    Knowledge of outdoor settings such as parks, refuges, nature centers, camps or similar;

    Knowledge of instructional methods and training techniques including curriculum design principles, learning theory, group, and individual teaching techniques;

    Knowledge of local, state, and federal laws related to the program area;

    Knowledge of public administration and management techniques;

    Knowledge of statistical analysis processes;

    Knowledge of budget processes;

    Knowledge of research techniques;

    Knowledge of training and marketing techniques;

    Knowledge of program management processes and techniques;

    Skill in using MS Word, Excel, and Outlook;

    Skill in effective verbal and written communication;

    Skill in making independent, sound and timely decisions;

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

    Skill in developing and maintaining relationships with civic groups, community leaders, and public figures;

    Skill in seeking financial support from donors;

    Skill in evaluating program or staff performance to achieve strategic goals;

    Skill in use of a computer and applicable Microsoft software;

    Ability to communicate effectively with the public;

    Ability to work independently with little or no supervision;

    Ability to supervise, schedule, train, and evaluate volunteers or staff;

    Ability to complete communication documents to include correspondence, reports, presentations, and special assignments;

    Ability to maintain financial systems to include budgets and purchasing;

    Ability to develop, market, promote and carry out activities, customer programs, or special events;

    Ability to develop partnerships to accomplish goals;

    Ability to conduct marketing and outreach efforts to promote programs;

    Ability to gather, assemble, correlate, and analyze facts;

    Ability to establish goals and objectives;

    Ability to devise solutions to administrative problems;

    Ability to develop, evaluate, and interpret administrative policies and procedures;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to work overtime, as necessary;

    Required to operate a State vehicle;

    Required to travel 20% with possible overnight stays;

    Must conform to TPWD dress and grooming standards, work rules and safety procedures;

    Non smoking work environment in State buildings and vehicles.
