Job Description:Engineering Associate CPurpose:Under limited supervision of a Professional Engineer, this position independently evaluates, selects, and applies standard and/or complex engineering techniques, procedures, and criteria, using judgment in making adaptations and modifications.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Reviews plans and permits under the supervision of a professional engineer and development proposals for impacts and performing preliminary and final designs and/or prepares design criteria for assigned projects.
- Provides a variety information to customers by contacts of personnel to include inter and intra departmental administrative, engineering and construction personnel, other government agencies, contractors, consultants and the public to exchange information, coordinate work, answer questions and respond to complaints.
- Is responsible for progressively complex projects by preparing cost estimated and engineering and feasibility reports and studies, projects, and assigned programs
- Inspects and monitors projects for legal compliance by reviewing work completed by contractors and monitoring compliance to specifications.
- Prepares contract documents, technical specifications and plans. Prepares and monitors project and program schedules and budgets. Prepares progress and final reports and estimates.
- Manages and coordinates special projects; supervises and/or leads a design team in the preparation of preliminary and long-range plans; schedules, estimates, budgets, and details final construction plans, specifications, special conditions and agreements; oversees project progress from design through construction.
- Assists and/or writes specifications by performing preliminary and/or final designs; prepares design criteria for assigned projects in appropriate discipline.
- Performs equipment evaluations to ensure valid results.
- Conducts field investigations to ensure compliance of specifications, reviews work for accuracy and recommends approval of contract changes.

- Knowledge of diversified, fundamental scientific and civil engineering concepts, phenomena, and relationships.
- Knowledge of mathematical techniques such as trigonometry, calculus, and coordinate geometry.

- Knowledge of one or more of the following disciplines: Civil, Environmental, Structural, Architectural, Mechanical and/or Electrical engineering terminology and techniques.
- Knowledge of City purchasing and contract policies and procedures.
- Knowledge of applicability of established engineering principles and methods.
- Knowledge of various phases of the plans review and inspections processes.
- Knowledge of various computer software programs.
- Knowledge of preparation of cost estimates and engineering and feasibility reports.
- Skill in oral and written technical and/or general communication.
- Ability to perform more complex engineering computations, calculus, geometry, and trigonometry, rapidly and accurately.
- Ability to interpret and update quarter-section maps.
- Ability to Interpret and make decisions in conformance within established policies and practices.
- Ability to communicate and provide direction to peers and assigned personnel.
Minimum Qualifications:- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to engineering, plus four (4) years of experience in a field related to the job, one (1) year in a lead capacity.
- Experience may substitute for education up to four (4) years.
Preferred Qualifications:- Proven knowledge in developing Traffic Control Plans with AutoCAD and reviewing Temporary Traffic Control Plans in the right-of-way. A strong understanding of requirements unique to event-related traffic management.
- Experience conducting field checks to ensure Traffic Control Plans accuracy and compliance.
- Experience working and interpreting City of Austin Code and Ordinances, Texas Manual on Uniform Traffic Control Devices, Criteria Manuals, and Standard Specifications.
- Experience reviewing and redlining Traffic Control Plans for compliance and accuracy according to the Texas Manual on Uniform Traffic Control Devices, City of Austin Code and Ordinances, Criteria Manuals, and Standard Specifications.
- Certification in Temporary Traffic Control and flagging or ability to obtain within six months of hiring.
- Skill in establishing and maintain good working relationships with other City employees, barricade companies, event promoters and the public.
- Experience in responding to and investigating citizen complaints regarding construction projects, special events and/or road closures. Ability to answer citizen questions and provide aid regarding city policies and procedures, codes, and ordinances.
- Ability to travel to more than one work location.
- Availability to routinely work non-standard hours, including, nights, weekends and holidays
- Ability to lift up to 50 pounds.
Notes to Candidate:The Engineering Associate C for the Office of Special Events is responsible for providing technical expertise in the drafting, review, and inspection of Temporary Traffic Control Plans (TCPs) for special events occurring within the City of Austin right-of-way. This position ensures compliance with Federal, State, and City standards, including the Texas Manual on Uniform Traffic Control Devices (TMUTCD), City of Austin Transportation Criteria Manual, and other applicable regulations. The Engineering Associate works closely with event organizers, planners, law enforcement, and internal City departments to promote safe, efficient, and effective mobility during permitted events.
Pay Scale:$32.23 - $40.29
Work Schedule:Monday through Friday; 8:00 a.m. to 5:00 p.m.

Critical employees are necessary and vital to support City and department operation. Critical employee schedules may be modified based on extraordinary situations or emergency conditions. If the employee is authorized to telework, the employee may be required to telework on a day they are normally at their designated work site.
