    Under the general direction of the Security Manager, the Security Operations Supervisor supervises the activities and operations of security personnel in protecting property, operations, and personnel. This position plans, directs, or coordinates security activities to safeguard company assets, employees, and guests. The position will implement policies and methods to protect against threats across the enterprise. This position assists staff with badging related tasks to include assigning access, activating, terminating employee, contractor, and visitor identifications and orders, organizes and maintains supplies for photo stations and badge printing terminals. This position evaluates badge applications for accuracy and appropriateness of requests.

    Work Hours - Monday through Friday: 7:30 am to 4:30 pm. Hours will vary based on work demands and business needs. Extended shifts, evenings, weekends, & holiday work is required to meet security business needs of the department. The position will require "on-call" duty as assigned, responding to security needs and reporting to duty as necessary.

    Job Description:

    Purpose:

    Under general direction, this position implements policies and methods to protect against threats across the utility and supervises the activities and operations of security personnel, plan, and coordinate security activities to safeguard assets, employees, and guests.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Implements security standards, policies, and procedures related to physical security and ensures security procedures are followed.
    • Assesses risk to mitigate potential consequences of incidents and develops a plan to respond to incidents.
    • Oversees operations and coordinates all emergency/crisis management operations providing a timely response to incidents as needed.
    • Provides operation support and management services for the Security Officer Contract to include contract compliance and training.
    • Serves as primary contact for disseminating information regarding security-related incidents to Security Management.
    • Responds to medical emergencies, bomb threats, fire alarms, or intrusion alarms, following emergency response procedures; and directs and participates in emergency management and contingency planning drills.
    • Develops, conducts, supports, or assists in government/regulation agencies’ reviews and internal corporate evaluations/assessments of the overall effectiveness of facility and corporate security processes.
    • Coordinates security operations or activities with public law enforcement, fire, EMS, and other agencies.
    • Prepares reports or makes presentation on internal investigations, losses, or violations of regulations, policies, and procedures. Confirms presence and activities of scheduled security officers at assigned sites.
    • Performs as a liaison for internal customers to provide assessments and program implementation for site security services to meet business needs.

    • Skill in developing and implementing high-level, high-risk operations in a security control center.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to collect, analyze, and interpret applicable data.
    • Ability to quickly recognize and analyze irregular events.
    • Ability to establish and maintain good working relationships with other City employees and the public.
    • Ability to work during emergencies or bad weather conditions as essential personnel
    • Ability to participate in on-call program and work both scheduled and unscheduled overtime.
    • Ability to work varying shifts that include weekends and holidays.
    • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program.


    Responsibilities - Supervisor and/or Leadership Exercised:
    • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus four (4) years of security management experience, including (1) year of lead or supervisory experience.
    • Experience may substitute for education up to a maximum of four (4) years.


    Licenses and Certifications Required:
    • Valid Texas Class C Driver License


    Preferred Qualifications:
    • Experience on a security operations management team in a government, private sector, municipality, or other similarly regulated entity with a strong knowledge of Federal, State, and Local Laws, regulations, and policies regarding security management.
    • Experience leader security management activities including facilitating and delivering training related to security. Conduct drills, workshops, and exercises related to security responses.
    • Effective communication skills (both verbal and written), strong presentation skills, and ability to engage diverse community partners, volunteers, the public, and other stakeholders with diplomacy and tact to build and cultivate strong relationships.
    • Problem-solving experience to include decision making and organization skills with the ability to prioritize tasks and make decisions independently in an environment with frequent interruptions and under intense pressure.
    • Experience developing relationship with other entities and outside organizations including Homeland Security, fire, and police organizations.
    • Experience using access control security systems.
    • Experience overseeing badging activities and providing directions to badging staff in the performance of their duties.
    • Intermediate proficiency with Microsoft Office Suite to include Excel, Word, and Outlook.
    • Ability to travel to more than one work location

    Travel:

    City Government
