DESCRIPTIONThe City of Long Beach Health and Human Services Department, Collective Impact Bureau has an opening for a Health Equity Program Manager (Public Health Professional III).
This position will lead the Long Beach Health and Human Services Department efforts to close the gap in health outcomes across the City of Long Beach. This position will have a Departmentwide and community-wide focus and be housed in the Collective Impact Bureau, reporting to the Racial and Health Equity Officer.
EXAMPLES OF DUTIESDuties Include:
- Oversee the development and implementation of the Racial Health Equity Team (RHET), including the implementation of recommendations in the community health needs assessments, equitable policies and protocols that ensure effective and culturally-relevant care with direct support by the Racial Health Equity Coordinators and Racial and Health Equity Division Officer.
- Participate in weekly planning meetings with the Health Equity Division Officer.
- Participate in national and regional learning groups related to equity program implementation.
- Utilize a collective impact approach to health equity and systems design across the Department programs and services to address health disparities.
- Educate Department teams on the utilization of an equity lens in their work so that equity is the underlying foundation for all Department internal and external work to promote positive, culturally competent policies, programs, and services that narrow and close health disparities in the City.
- Develop an evaluation plan and train Department staff in its utilization to track and highlight impacts of equity work.
- Educate department programs on how to center community voice in Department planning, activities, and decisions.
- Collaborate with the City’s Office of Equity to ensure health equity efforts are aligned with the over all vision for the City.
- Research and incorporate regional and national best practices related to equity strategies.
- Write reports and presentations on the program’s progress to share with City decision makers and community partners.
- Monitor the program’s functioning and effectiveness.
- Assist with the develop a process for collecting and providing data to measure program performance and outcomes.
- Collect, evaluate, and analyze qualitative and quantitative data to inform equity related decision-making processes and resource alignment.
- Use the data to assess and identify gaps in services and systems where Department programs and services could expand or be redirected to reduce health inequities in Long Beach.
- Serve as the public point of contact for the RHET, fielding questions and requests for information and leading presentations for elected officials, city commissions, community members, media, and other internal and external stakeholders.
- Engage, collaborate and coordinate with other City and community stakeholders to ensure equitable opportunities for health and wellness in our City.
- Oversee, develop, and administer program budget, including forecasting resources.
- Monitor budget to actual revenues and expenditures and suggest adjustments.
- Manage quarterly and annual budget update processes.
- Present a proposed budget overview to DHHS leadership.
- Develop and present a program expansion proposal and sustainability plan that includes a forecast of staff and resources, timeline, and operational strategic plan. This will include engaging in fund development opportunities to sustain equity framework related efforts.
- May procure and oversee community-based organization contract(s) supporting the implementation community needs assessments.
- Other duties as assigned, including special tasks involved in responding to an emergency event.
REQUIREMENTS TO FILE EDUCATION: - Graduation from an accredited four-year college or university with a Bachelor's Degree in Public Administration, Social Work, Public Health, Social Justice or other related fields. (*proof required).
- Candidates may substitute experience offering specific and substantial preparation for the duties of the position for the required education on a year-for-year basis.
EXPERIENCE: - A minimum of one (1) year of full-time professional experience working in or leading a program specializing in diversity, equity, or inclusion.
DESIRABLE QUALIFICATIONS: - A minimum of one (1) year of full-time professional experience in project management.
- Prior City of Long Beach experience.
