The PositionThis recruitment is being conducted to fill one (1) full-time vacancy and thirteen (13) extra help vacancies for the position of Juvenile Hall Counselor, which may be filled at the I or II level, depending on qualifications, for the Juvenile Hall at Napa County. The eligibility list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to twelve (12) months from the establishment date. Under California Code of Regulations Title 15, gender is a bona fide occupational qualification for the Juvenile Hall Counselor classification.
Extra Help positions are temporary assignments with a schedule up to 29 hours per week (up to 1,000 hours per fiscal year) and have limited benefits. Extra Help employees are not eligible for promotional opportunities that are open to regular part-time and full-time employees. About the Position & Department: Juvenile Hall Counselors are responsible for the supervision, care and custody of youth detained in Juvenile Hall, and assist with counseling juveniles that are referred to the Hall. The Napa County Probation Department operates adult and juvenile court-related services in the areas of investigation and supervision with the mission to enforce court orders to inspire positive change, transform the lives of offenders, victims, and families, and promote community safety. The Department is also responsible for the overall operation of the County’s Juvenile Hall, which provides custody, counseling, medical care and guidance of delinquent and custodial youth in a variety of programs.

To qualify for the Juvenile Hall Counselor I classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
- Experience: None Required.
- Education: Equivalent to completion of two (2) years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one (1) year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
- License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.
To qualify for the Juvenile Hall Counselor II classification , an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
- Experience: One (1) year of experience as a Juvenile Hall Counselor. (A bachelor's degree with a major in psychology, sociology, criminology, social welfare, or closely related field can substitute for up to six months of the required experience.)
- Education: Equivalent to completion of two (2) years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
- License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, an individual must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Mandatory Information Session
(Candidates must appear in person) Only those who pass the minimum qualification screening will be invited to the Mandatory Information Session & Physical Agility Test tentatively scheduled for
Friday, October 10, 2025 @ Napa Valley College. INFORMATION SESSION & PRE-BACKGROUND CHECK: The Information Session is tentatively scheduled to be held the morning of Friday, October 10, 2025. The Information Session will consist of a detailed discussion about the Juvenile Hall Counselor position at Napa County, and the completion of a pre-background questionnaire (Personal History Statement - PHS).
PHYSICAL AGILITY TEST (PAT): Those who attend the Information Session AND pass the pre-background questionnaire (Personal History Statement - PHS) will be invited to the Physical Agility Test that same day in the afternoon at Napa Valley College.
Physical Agility Test scores from other agencies are not accepted. The Physical Agility Test will consist of the following: - Lift and drag a 165-pound dummy 20 feet in 30 seconds;
- Maneuver completely through a zigzag course; donning a 20 pound. backpack at midpoint and returning to start point in 30 seconds;
- Prone plank for 30 seconds
- 20 Push-Ups (Military or Modified) in 1 minute;
- Sprint 75 yards within 20 seconds;
- Support the weight of a 165-pound hanging bag for 30 seconds.
