ABOUT THE POSITIONThe Clark County Business License Department is seeking qualified candidates to apply for the Assistant Manager Business License Operations position. This position plans, supervises, reviews and evaluates the work of investigative, technical, and support staff involved in one of the following functions: business license application processing, investigations and inspections of business activities, or agenda preparation for either Liquor and Gaming Licensing Board or General and Industrial Licensing.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTSEducation and Experience: Bachelor's Degree in Accounting, Finance, Business or Public Administration or a field related to the work AND four (4) years of full-time experience in business license investigation and inspection or a related regulatory field, including one (1) year in a supervisory capacity. Possession of an advanced degree in an appropriate field is highly desirable. Professional level experience, which has provided the skills and knowledge necessary to perform all job functions at this level, may be substituted for the education on a year-for-year basis to a maximum of two (2) years. All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

Working Conditions: Be on emergency call on a 24-hour 7-day week basis.
Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES- Plans, organizes, administers, assigns, supervises, reviews and evaluates the work of investigative, technical or support staff.
- Oversees or provides for the selection, training, professional development and discipline of staff.
- Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the division; assists in the development of County ordinances involving legal analysis, feasibility and practicality determinations, and coordination with other County departments and outside agencies; participates in the preparation and administration of the division's budget.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- May participate in and/or review pre- and post-licensing investigative activities of all businesses, including utility companies and privileged and regulated businesses, within the County to ensure pre-licensing suitability and continuing compliance with County codes and regulations.
- Maintains current knowledge of, develops revisions of, and ensures compliance with County codes and state statutes.
- May participate in and/or supervise programs such as large-scale enforcement task forces involving multiple governmental agencies at the local, state and/or federal levels.
- May coordinate the investigation of licensed and unlicensed businesses for illegal activities; may develop materials for hearing or prosecution of such businesses; may confer with legal staff regarding licensing violations; may testify before an administrative hearing officer, public regulatory board, or in a court of law as required.
- May coordinate investigations regarding the resolution of complaints filed by the general public and other governmental agencies.
- May provide written recommendations to the division manager regarding findings of business license investigations and recommendations for action.
- May oversee the processing of applications for one of the following types of business licenses: general, regulated, privileged/adult, or franchise/utility; this process requires extensive analysis of each application package to include such issues as partnership agreements, corporate structures, lease agreements, and a comprehensive understanding of the Clark County Code to appropriately apply specific provisions to each individual application.
- May coordinate the preparation of all agenda items for presentation to the Liquor and Gaming Licensing Board. Directs the preparation of a variety of written correspondence, reports, procedures and other written materials; directs the maintenance of accurate records and files.
- Represents the division and the County in meetings with other County departments and representatives of private businesses and public agencies.
