    This position is open for current Regular Full Time Charleston County employees only.

    This position is responsible for coordinating and assisting with the community-wide floodplain management program including, but not limited to, flood loss reduction activities such as preparing and enforcing floodplain management ordinances; the review of updated of flood maps and policies

    Perform project management and coordination support for floodplain management, CRS program, repetitive loss properties, mitigation projects, grants, and other County projects. Provide technical assistance to repetitive loss analysis, flood drainage projects, and watershed mapping for the County. Perform project management to in-house projects and provide technical assistance to grant applications and plan review. Develop and monitor mitigation activities and long-term drainage and potential funding. Manage grants and work as a designee to the floodplain manager including provide technical assistance during construction, cost estimation, preparing punch list, benefit cost analysis, and manage other related project elements.

    HIRING SALARY RANGE: $54,017 - $73,465 (Estimated Annual Salary)

    Duties and Responsibilities

    Manage the insurance programs such as CRS , BCEGS and provide assistance with the Hazard mitigation Plan HMP programs. Managing public education and outreach programs for the Building Inspections Department and assists multiple government entities with public education programs and floodplain management issues. Performing these duties requires successfully interfacing with other County Departments including Planning, Public Works, Emergency Management, and Fire Departments along with multiple local, State of South Carolina and Federal government agencies. This position is responsible for the coordination and implementation of all GIS (Geographic Information System) departmental requirements and work needed for programs, grants and the CRS program in conjunction with other county GIS staff. Providing research and assistance with departmental grant programs, and Resilience elements for the county. Providing technical assistance to the Department Director, Special Projects Manager, Plan Reviewers and administrative staff. Providing general assistance to the public, communities and other departments. Complete approval preplan review, elevation certificates and all other technical documents.

    Work in a team environment, support in the development and update of the Charleston County Hazard Mitigation Plan that meets the Disaster Mitigation Act of 2000 (DMA 2000) standards. Provide research and writing tasks as necessary to support a wide range of planning tasks and overall plan development. Oversee data collection, organization, and documentation to support a variety of planning efforts. Perform geospatial and statistical risk assessment analyses on hazard data and write significant portions of planning documents. Main liaison between organizations and jurisdictions participating in Charleston Hazard Mitigation Program. Main liaison to Resilience Committee and Sustainability Coordinator with Hazard Mitigation Plan and projects. Conduct quarterly meetings with local organizations and jurisdictions in January, April, June, and August for annual updates and cycle adoption. Conduct research and implement new strategies to expand use of Hazard Mitigation Plan. Digitize Hazard Mitigation Plan in a series of web apps, story maps, static maps, and other digital media to boost appeal and use by citizens. Coordinate with other departments within the County, jurisdictions and outside organizations in relevant project management. Other duties as assigned and helping with Administrative duties if necessary.

    Minimum Qualifications

    Minimum Education:
    Bachelor’s Degree in Environmental Science, Environmental Studies, Engineering, Earth Science, Political Science, Public Administration, Marine Science or a related discipline. Master’s Degree, EIT or PE license Preferred.

    Minimum Qualifications:
    Minimum of 3 to 5 years’ experience OR the equivalent combination of qualifications in floodplain management, CRS program coordination, Hazard Mitigation Plan updating and implementation, or related field. Must be able to use Microsoft Word, Excel, and PowerPoint. Must possess excellent written and oral communication, data analysis, negotiation, organizational and planning skills. Must have valid driver’s license with the ability to obtain a South Carolina license upon acceptance of position. Must be able to work independently with a minimal amount of supervision. Must be certified by the Association of State Floodplain Managers as a Certified Floodplain Manager (CFM) or obtain this certification within 6 months of employment.

    Also complete the following: NIMS (National Incident Management System) certifications 100, 200, 300, 700, and 800 within 6 months.

    Knowledge, Skills and Abilities

    Must have the ability to perform a wide variety of duties with speed and accuracy in a busy office environment. Applicant must be sensitive to the highest needs and must be able to handle confidential information with discretion. Applicants should have above average Microsoft Office Suite (or comparable) skills (Work, Excel, etc.) along with the ability to work independently with minimal supervision and possess excellent decision-making skills. Knowledge of Building Codes, Local, State and Federal requirements, principles and practices of construction terminology, and GIS experience is preferred. Knowledge of Crystal Reports, SQL and database management is a plus. May include additional certification requirements dependent upon other duties as assigned within a set amount of time.
